Job Purpose

To provide specialized strategic financial advisory services, expert insights, and independent financial analysis, supporting institutional and executive decision-making through advanced financial assessments, risk evaluation, feasibility analysis, and financial impact assessments of strategic initiatives, projects, and investments. The role contributes to strengthening financial sustainability, enhancing institutional and investment performance, improving resource allocation efficiency, and supporting revenue growth across the Authority. The role also requires advanced expertise in financial, legal, and regulatory procedures applicable within financial markets, ensuring oversight of the Authority’s and its subsidiaries’ compliance with applicable laws, regulations, and governance requirements in the United Arab Emirates, in alignment with regulatory expectations and international best practices.


Roles and Responsibilities

Strategy

  • Provide strategic financial advisory services, regarding initiatives and projects with significant financial and institutional impact, ensuring informed decision-making through integrated financial analysis, scenario modelling, and governance- and risk-based recommendations.
  • Analyze the financial, investment, regulatory, and risk implications of major strategic projects, transformation programs, partnership initiatives, privatization programs, and IPO readiness cases This includes evaluating strategic decision alternatives by objectively highlighting financial impacts, risks, and opportunities for each option, and preparing long-term financial forecasts and scenario models to support institutional and investment decisions.
  • Provide strategic recommendations on capital structure, funding options, investment feasibility, and strategic financial initiatives.
  • Analyze emerging and leading economic, financial, and regulatory trends and translate them into actionable strategic insights and executive-level recommendations.
  • Support the development of strategic insights that promote sustainable growth, institutional value enhancement, and improved resource allocation efficiency.
  • Provide advanced analysis of financial risks associated with strategic initiatives and propose mitigation scenarios to ensure sustainable financial performance.
  • Support the development of financial decision-making frameworks, valuation methodologies, and analytical models at executive leadership and Board level to enhance the quality of strategic decisions.


Operations & Executive Decision Support

  • Review and analyze financial memoranda, project documentation, and correspondence submitted to top management, providing data-driven analytical outputs and advisory insights to support executive decision-making.
  • Prepare high-level executive financial reports and analytical summaries to support senior leadership and Board meetings, ensuring clarity of alternatives and associated financial implications.
  • Evaluate scenarios, alternatives, and financial policies from an analytical perspective to support strategic executive decisions, while highlighting financial impacts and associated risks for each option.
  • Analyze interdependencies across projects and initiatives to ensure visibility of the overall financial impact at Authority and investment portfolio level.
  • Develop and maintain a comprehensive analytical view of the Authority’s financial portfolio to support strategic resource allocation decisions.
  • Provide periodic assessments and analyses of the financial impact of issued decisions, while identifying opportunities to improve decision-support methodologies.
  • Provide general advisory support regarding financial non-compliance cases, audit observations, and regulatory findings.


Governance, Risk & Compliance

  • Provide strategic advisory services regarding financial governance frameworks and internal control systems across the Authority and affiliated entities.
  • Review financial, tax, and regulatory compliance requirements and provide analytical assessments supporting executive-level decision-making.
  • Provide advisory support and general oversight regarding compliance with financial, legal, and regulatory procedures applicable within financial markets, ensuring alignment of the Authority’s and subsidiaries’ operations with applicable UAE laws and regulations.
  • Analyze material financial risks associated with strategic decisions and propose mitigation scenarios at decision-making level.
  • Identify gaps in financial governance maturity and provide enhancement recommendations aligned with international best practices to strengthen institutional decision quality.
  • Support the strategic readiness of subsidiaries and affiliated entities concerning high-impact regulatory requirements, such as listing, expansion, or major partnership initiatives.


Financial Transformation & Process Improvement

  • Provide technical advisory insights for digital financial transformation initiatives and the adoption of emerging technologies such as artificial intelligence, automation, blockchain technologies, and digital payment solutions.
  • Support the development of frameworks and methodologies that enhance the quality of financial and regulatory analysis at executive reporting and dashboard levels.
  • Provide analytical insights for the development of executive dashboards to improve visibility of financial performance and risk indicators for senior leadership.
  • Prepare advanced analyses incorporating KPIs, data trends, and strategic insights to support executive decision-making.
  • Support feasibility studies and financial analyses related to financial sustainability, revenue growth, and operational efficiency enhancement.
  • Provide advisory observations on templates, procedural manuals, and guidelines to enhance governance quality and consistency of financial analytical outputs.


Nature of Work

  • A strategic, office-based advisory role within RTA, requiring a high level of confidentiality, professionalism, and continuous coordination with executive management, finance, legal, and internal audit departments, as well as regulatory bodies, subsidiaries, and financial advisors. The role includes participation in strategic and executive-level meetings and monitoring the implementation of senior directives and decisions.



Qualifications

  • Bachelor’s degree in Finance or Economics + Master’s degree in Finance, Economics, Financial Management, Strategic Finance, or equivalent related specializations.
  • 16+ years in case of Master’s degree (18+ years in case of Bachelor’s degree) in a related field.
  • Must have expertise in financial governance, compliance, and regulatory frameworks; preferably within listed companies, capital markets, investment institutions, or regulatory authorities.


Mandatory Certifications:

  • CFA Level 3 – Financial Analysis and Investment.
  • Certified Management Accountant (CMA).


Preferred Certifications:

  • Advanced International Financial Reporting Standards (IFRS Advanced)
  • Specialized certifications in governance, compliance, or taxation
  • Financial Risk Manager (FRM)
  • Certified Public Accountant (CPA).
  • Association of Chartered Certified Accountants (ACCA).
  • Chartered Accountant (CA).
