Position Overview


We are seeking a highly experienced Senior Product Manager to lead product planning, strategy, and execution for large-scale digital transformation initiatives within the Government Services Integration Cluster. The successful candidate will drive the full product lifecycle, collaborate with cross-functional teams, and ensure delivery of user-centric digital solutions aligned with organizational priorities and government standards.

The ideal candidate will possess strong experience in Agile product delivery, stakeholder management, roadmap development, backlog prioritization, and defining product vision and strategy in complex enterprise environments.

Key Responsibilities


• Lead product planning and execution throughout the entire product lifecycle.
• Gather, analyze, and prioritize product and customer requirements.
• Define and communicate a compelling product vision and strategy.
• Create buy-in for the product vision internally and with external stakeholders.
• Ensure products align with organizational strategy, business goals, and user needs.
• Develop and maintain detailed product roadmaps aligned with business priorities.
• Conduct product discovery activities and translate business needs into actionable requirements and user stories.
• Deliver MRDs (Market Requirements Documents) and PRDs (Product Requirements Documents) with prioritized features and business justification.
• Manage and prioritize product backlogs using Agile and Lean methodologies.
• Lead release planning, sprint planning, and product demonstrations.
• Define, monitor, and report on KPIs and product success metrics.
• Collaborate with business stakeholders, technical teams, architects, UX teams, and executive sponsors.
• Facilitate roadmapping sessions, stakeholder updates, and cross-functional workshops.
• Ensure compliance with OPS digital, accessibility, cybersecurity, and architectural governance standards.


Must-Have Qualifications

Core Skills & Experience (40%)


• 5+ years of product management experience in IT or digital services.
• Proven experience leading large-scale digital or IT transformation initiatives.
• Strong experience delivering user-centric products within complex enterprise environments.
• Hands-on experience with Agile delivery methodologies, Scrum, and Lean product development.
• Experience working with cross-functional and multidisciplinary teams.
• Strong experience building and managing product roadmaps.
• Experience defining and tracking KPIs and product performance metrics.


Technical Skills & Experience (35%)


• Ability to translate business needs into clear, actionable requirements and user stories.
• Strong experience defining and communicating product vision and product strategy.
• Experience conducting discovery sessions and stakeholder workshops.
• Hands-on experience with backlog management and prioritization frameworks.
• Strong release planning and product delivery experience.
• Experience gathering and prioritizing customer and business requirements.
• Experience delivering MRDs and PRDs with prioritized features and business justification.


Communication & Documentation Skills (20%)


• Excellent communication, presentation, and facilitation skills.
• Strong stakeholder engagement skills across executive, business, and technical teams.
• Experience leading product demos, roadmap reviews, and executive updates.
• Strong documentation and reporting capabilities.


Public Sector Experience (5%)


• Experience working with OPS IT project and architectural governance frameworks.
• Knowledge of OPS Digital Standards, accessibility standards, and cybersecurity requirements.
• Previous public sector experience is considered a strong asset.


Work Environment

Hybrid/Onsite role requiring 5 days onsite in Toronto, Ontario.
