Please kindly note that this is a site-based position located either in Sivas or Taseli, Turkey. These are the two Solar PV plant sites that will be managed under this role. The selected candidate will be responsible for managing the operations and activities of the Solar PV sites accordingly.
ACWA Projects:
Acwa (formerly ACWA Power) is a developer, investor, co-owner and operator of a portfolio of power generation and desalinated water production plants with a presence in 14 countries across the Middle East, Africa, and Central and Southeast Asia. Acwa's portfolio of projects in operation and development has an investment value of USD 107.5 billion, and a capacity of 78.85 GW of power and produces 9.5 million m3 /day of desalinated water. ACWA is actively developing large-scale renewable and conventional energy projects worldwide, including solar, wind, CCGT, green hydrogen, and energy storage initiatives.
ACWA Projects Turkey:
Acwa has signed an Investment Agreement with Türkiye's Ministry of Energy and Natural Resources to develop 5 GW of renewable energy projects, starting with Phase 1 developments for 2 GW of solar capacity across two plants: Sivas and Taşeli. Under this agreement, ACWA will be responsible for the development, financing, construction, commissioning, and operation of both facilities. The project aims to support Türkiye's climate goals, reduce emissions, and enhance energy independence. This initiative follows Acwa's previous investment in Türkiye, including the 927 MW Kırıkkale IPP project, which offsets approximately 1.8 million tons of CO₂ annually.

JOB PURPOSE:
Executive Managing Director (EMO) leads the project company operations, people and processes to ensure contractual, regulatory and reporting obligations are met. Oversees construction by the EPC contractor and operations by the O&M contractor for the profitable, sustainable and safe construction and operation of the plant
KEY ACCOUNTABILITIES:
Under the authority of the association’s by-law and the policies of the Board of Directors, the EMO has two major functions:
- Direct and execute all activities of the association either directly or through delegated authority;
- Provide leadership in these and other areas: the creation of strategic, tactical, and financial plans; developing goals and measuring performance to the approved goals; organizational development; liaison to the public, government, affiliated organizations, and other stakeholders; develop member services and member development; the development of the association’s staff.
- Ensures compliance to contracts including EPC, CTA, PPA, PWPA, O&M and others
- Maintains a healthy relationship with stakeholders including Offtaker and partners.
- Maintains a productive relationship with O&M contractor
- Sources ways and means to optimize operations, pre-empting and identifying challenges and opportunities to increase profit margin.
- Implements approved infrastructure and business plans; using project management methods, sound financial management, and develops metrics that detail success and sustainability of operations.
- Communicates with broad stakeholder constituencies including the Project Company Board, member project companies, government bodies, industry and the public.
Power & Authority:
- ent of annual goals and objectives; ensures that company procedures and overall management procedures are designed in accordance with established Board Policy and keeping the Board informed of existing or impending Board Policy issues
- The EMO shall be in charge of all day-to-day matters of the company and shall take such actions within the powers granted as may be required to cause the company to carry on its business, including compliance by the company with its obligations under the PPA and other project agreements
- Provides leadership to the staff
- Ensures compliance with Health & Safety requirements and good utility practice
- Ensures compliance with the environmental impact mitigation plan
- Ensures adequate and timely reporting to the Board of Directors of relevant and pertinent matters
- Appoints any employee of the company, remove any employee for just cause, and determines any employee’s remuneration.
Construction:
- Monitor the performance of the Owners Engineer
- Continually monitor the construction program to assess any programmed slippage and take timely action
- Continually monitor quality assurance producers being implemented by the EPC contractor and the Owners Engineers
- Ensure adequate communication with the EPC contract
- Assess any likely claims and cost over-run, prepare mitigation proposals and ensure presentation to the Board in a timely manner
- Ensure timely decision making where required
Operations & Maintenance:
- Monitor the performance of the O&M contract and ensure compliance with its terms.
- Ensure the maintenance of spare parts inventory for key items.
- Studies and recommends procedures and practices to improve operational efficiency; evaluates alternatives for performing required work including by contracting out services; attends project review meetings to evaluate the progress of ongoing construction or maintenance activities.
HR & Public Relations:
- Represents the company for governmental or other regulatory purposes
- Create and maintains an organizational environment that promotes positive staff moral and performance
- Arranges and maintains all permits and licenses required from relevant governmental agencies
- Direct, motivate and maintain a competent, well-trained, flexible and responsive staff capable of meeting current and future needs
- Develop and maintain an annual Board approved plan for the development and succession of management.
Health & Safety / Crisis Management:
- Assure implementation and compliance with the HSE Management System and HSE guidelines and policies by developing a culture of “Zero Harm”.
- Direct and is responsible for the company’s HSSE (health, safety, sustainability and environmental) programs by being accountable for the program structure and compliance to policy and local regulations.
- Implement Crisis Preparedness and Response Procedure.
- Implement Crisis Management Procedure.
- In an event of crisis the EMO shall establish and manage the crisis management team and follow Crisis Communication Procedure.
- In the case of emergent crises, brief Project Company Board on immediate actions taken to stabilize crisis conditions following agreed crisis management procedures.
COMMUNICATION & WORKING RELATIONSHIPS:
Internal:
- Board of Directors & Sponsors.
External:
- EPC contractor, O&M Contractor, Offtake and Stakeholders
REQUIRED WORK EXPERIENCE AND EDUCATION:
- B. Sc Degree in Mechanical, Chemical or Electrical Engineering and Degree in Business Management.
- Advanced business or management degree preferred. Additional advanced technical training in relating to utility management is highly desirable.
- Fifteen or more years of experience in management in the Power Plant industries, including at least five years as a senior-level manager experience is strongly preferred. The EMO must have a proven record of career success including the planning, development and successful implementation of sustainable and profitable business plans.
- Related experience covering management construction and operational activities.
- The EMO shall have substantial experience in the areas of organizational management, board relations, government relations, labour relations, human resource management, HSSE (health, safety, sustainability and environmental) finance and marketing.
REQUIRED SKILLS AND KNOWLEDGE:
- The EMO, as a proactive senior leader, must possess the desire, insight, and vision to develop and implement Power Plant businesses. The EMO must use definable and transparent processes for the running a project company
- EMO shall use effective interpersonal skills to develop and agree on project company business plans with the project company’s board of directors. The EMO shall execute agreed-upon plans with operational teams and stakeholders. The EMO shall be personally accountable for variances from the business plan, excepting force majeure events.
- The EMO must have comprehensive knowledge of Power Plant, including intimate understanding of the system's regulation requirements and operating conditions, the state and federal regulatory environment, revenue and capital requirements and financial ability of the member companies.
- The EMO must understand Power Plant, to the extent necessary to initiate, direct, review and analyze various types of studies necessary for infrastructure development, system regulation, maintenance and operation, financial management.
- The EMO shall have the ability to translate, develop and establish goals compatible with general courses of direction set by the project company board of directors and lead successful execution of those plans. The EMO shall establish specific short and long-range targets that are achievable, realistic and sustainably profitable.
- The EMO shall have strong skills in the areas of management, written and oral communications, government relations, financial analysis, business law and strategic planning. The EMO shall be a highly effective communicator and public speaker. The EMO should have demonstrated capability of building and leading effective collaborative teams, earning and maintaining the support, loyalty and confidence of a broad range of constituents.
