Role Summary
The Resource Management Lead controls the supply constraint for Applications delivery. The role provides transparent visibility of resource demand, allocation, skills, availability, bench, release forecast, open demand, sourcing actions and offshore capacity.
Role Mission
Ensure the Applications business commits to work it can staff and deliver, while improving utilization, reducing last-minute assignments, managing scarce skills and supporting capability growth.
Key Responsibilities
- Own the Applications resource master, skills matrix, allocation register, bench view, leave visibility and 4/8/12-week release forecast.
- Run the weekly Resource Council to match demand against available internal, offshore, bench, vendor or hiring capacity.
- Track open resource demand from approved projects, high-probability pipeline, red-project recovery, service requests and capability initiatives.
- Identify over-allocation, resource conflicts, last-minute assignment risks, long-tenured resource risks and critical SME backup gaps.
- Work with Practice Leads to maintain current skill, proficiency, certification, domain and SME information.
- Work with Deal Assurance to provide capacity confidence before proposal submission or delivery commitment.
- Coordinate sourcing paths including internal redeployment, offshore capacity, vendor resources, contractors or hiring requests.
- Provide capacity gap insights to Portfolio and Performance and capability build signals to Practice and Delivery leaders.
Must-Have Experience and Skills
- Experience in resource management, workforce planning, PMO operations, delivery operations or capacity planning in IT services.
- Strong understanding of project staffing, allocation, utilization, bench management, skill matching and delivery priorities.
- Ability to work with Practice Leads, Delivery Leads, PMs and Sales teams to resolve resource conflicts objectively.
- Strong Excel, Power BI or resource dashboarding capability; comfortable using Microsoft 365 tools.
- Good facilitation and negotiation skills, especially in a matrix organization.
Preferred Experience
- Experience managing onshore/offshore resource visibility and vendor/contractor capacity.
- Familiarity with skills matrices, capability planning, resource forecasting and utilization governance.
- Experience in application delivery, managed services or systems integration environments.

- Skills and allocation data completeness above 95%.
- Improved 4/8/12-week resource forecast visibility.
- Reduction in last-minute resource assignments and over-allocation risks.
- Improved bench redeployment and demand fulfilment cycle time.
- Clear capacity confidence input for material opportunities before commitment.
