Role Overview:

This position entails leading the design, creation, amalgamation, evaluation, deployment, and upkeep of automated and technology -driven business solutions for the Department. Serving as an authority in managing application services, the role encompasses handling related inquiries, incidents, fiscal planning, assets, interfaces, and more. The individual will act as the department’s primary technical resource for its wide range of technology applications and will champion the mentoring of team members to propel the department's goals forward. This role falls within the Corporate Affairs / Information Technology sector.

Key Responsibilities:

• Oversee a suite of applications, driving forward initiatives and upgrades.
• Scout, implement, and manage enhancements, redesigns, or process improvements, with a special focus on collaboration tools and internal systems.
• Provide administrative support for applications to ensure seamless operation and meet user expectations.
• Engage with business partners, vendors, and IT leadership to define the strategic direction for both new and existing applications, contributing to system roadmaps and business processes.
• Customize project execution to align with stakeholder needs and requirements, delivering on project goals and outputs. Negotiate the demands of quality, timelines, budget, resources, and risk, catering to the diverse needs of user communities.
• Cultivate an environment that values technical finesse, rapid innovation, robust security, and user-centric experiences.
• Work closely with Information Security and other regulatory entities to ensure secure and appropriate solution deliveries.
• Assess and address the software and technical system requirements of organizational units, ensuring their continuous development.
• Provide technical assistance to department staff regarding electronic systems.
• Ensure external service providers' contracts are in strict adherence to required conditions and specifications for network, infrastructure systems, database, and technical support services.
• Provide additional support to the Line Manager as needed.

Experience and Qualifications:

• Bachelor's or advanced degree in Information Technology or a related discipline suitable for the role.
• Candidates with a degree specifically related to the job's functions are preferred.
• Proficiency in full-stack application development across multiple platforms.
• A strong background in app development, with extensive knowledge of integration practices and middleware platforms.
• Profound expertise in Java, HTML, C#, and other programming languages and development environments. Familiarity with DevOps principles and CI/CD methodologies.
• Understanding of project management, software development life cycle, and IT quality assurance best practices.
• Previous experience managing and supporting a variety of applications, such as Time Attendance and Access Management solutions, Correspondence and Committee Management solutions, and Document Management solutions like Documentum / OpenText.

Years of experience and required qualifications:

UAE National: Minimum of 8 years of experience

Non-national: Minimum of 10 years of experience.
