Proficient, Outside Plant Design & Implementation

Role Purpose:

Provide Technical support to Outside Plant design & Implementation including methods, ideas, development new solutions for complex projects, preparing, evaluating RFQ/RFT and leading cross-departmental interactions in order to meet departmental goals and objectives in line with Omantel strategy and annual goals.

KEY ACCOUNTABILITIES & ACTIVITIES:

Outside Plant design:

• Support on Design of Outside Plant network for both copper and fiber based on business requirements.
• Track & Analyze Workman & ESWAT workflow / GCOMMS to identify gaps and enhance the application through new projects initiated through Business case for budget approval and implement projects.
• Ensure effective distribution of work orders to different contractors to monitor & ensure balanced utilization of contract funds.
• Analyze and fix issues in ONES on task ID mapping for the issuance of work orders after final approval.
• Prepare RFT/RFQ for new tender related to OPDI and participate in the technical and commercial evaluation to short list eligible Vendors
• Liaise with other department staff, vendors and contractors on the timely completion of issues & tasks affecting the coverage and follow-up until resolution of the problem.
• Support OPDI staff for any technical or workflow issues related to design & Implementation activities
• Provide inputs and feedback to Strategy Division on technology choices and roadmap.

Implementation:

• Liaise with ONES & ERP teams to prepare the WO groups for monthly PO generation for MNE & SME contracts.
• Processing of PACs and Invoices for all POs issued and update in ONES for payment process.
• Coordinate with SWAT/ONES/ERP teams to resolve conflicts from Work Order issuance to payment certification of Fixed work orders in SWAT.
• Liaise with external departments (Audit, Finance, Legal, Asset) to provide necessary support and resolve conflicts (if any) related to OPDI
• Participate in annual vendor evaluation and performance.
• Coordinate with contractors for implementation of Work orders and support them on any technical issues with ESWAT tasks or workflows.
• Analysis of SWAT & ADSL pending reports and coordinate with concerned teams for data cleansing and maintain accuracy.
• Support GIS team for Rules and roles in Workman / ESWAT / GCOMMS systems and advice enhancement to meet business requirements.

Project Management:

• Develop detailed project tasks schedules and MNE Engineering plans for fiber and copper networks.
• Prepare Business case for new projects and liaise with management and finance for necessary approvals.
• Coordinate with the vendors for implementing the projects related to OPDI withing given timeline, budget, and highest quality.
• Monitor and follow up on project progress, identify project risks and propose corrective actions.
• Develop and implement processes, procedures and working methods to ensure compliance with internal policies and guidelines as well as legislative rules and regulations.
• Identify areas for improvement, revise and adjust processes accordingly.
• Ensure all processes developed & implemented are paperless aligned with Omantel’s digitization policy.

Procurement:

• Participate & prepare RFQ/RFT, SOW and Bill of Quantity.
• Evaluate Related Tenders for vendor selection.

Budgeting:

• Provide support to annual CAPEX budget for Network and Operational requirements based on technology strategies, strategic plans and business requirements.
• Provide input to funding, expense, cash flow and budgetary controls as and when required.
• Support corporate business goals by ensuring adherence to operating budget and continuous attention to cost efficient operations.

Operational Execution:

• Contribute to the operating budget formulation process and track operational expenses to ensure adherence with stipulated budget.
• Formulate and maintain daily tasks report to track and maintain quality checks on ongoing projects.
• Communicate periodic project status and Section performance reports to line Manager.

Reporting:

• Report on relevant progress and status of planned and ongoing activities & department performance.
• Ensure accuracy and validity of all information being reported.
• Analyze available reports to identify issues and opportunities for improvement.
• Prepare and conduct management presentations as required.
• Prepare specific reports related to the function as and when required.

JOB SPECIFICATIONS:

Knowledge / Technical Skills

• Deep knowledge of Outside Plant design of Fiber & Copper network.
• Good knowledge of infrastructure deployment management

Education/Certifications:

• Bachelor’s degree in Electrical & Electronics Engineering

Experience:

• 7 years of experience in the telecommunications industry.
