The position title is Group Chief Procurement Officer. The position reports to the Head of Group Spend Effectiveness division in Finance. The position is a Tribe Manager role & is part of the Group Spend Effectiveness Leadership team.

The Group Chief Procurement Officer (CPO) in driving and redefining the global SPVM (Sourcing, Procurement, Vendors, Management) for Euroclear Group, with a particular focus on sourcing strategy (IT and non-IT) and leading European regulatory constraints, such as DORA (Digital Operational Resilience Act). This role also involves modernizing the SPVM tribe by adopting an agile approach, integrating process digitalization, and encouraging a methodological and cultural shift to address the challenges of a constantly evolving technological and regulatory environment!

Tribe

In the Spend Effectiveness Division, the tribe SPVM (Sourcing, Procurement, Vendors, Management) is acting as a business partner and trusted advisor of the Group Euroclear through finding the right balance between supporting and challenging/controlling to enable the organization!

Key Activities/accountabilities

  • Define an agile SPVM strategy: Develop a global strategy aligned with business objectives, emphasizing innovation, flexibility, and operational resilience.
  • Technological transformation: Digitize SPVM processes and integrate sophisticated technologies (AI, Big Data, blockchain) to improve efficiency, traceability, and decision-making.
  • Strategic sourcing: Lead all aspects of IT AND non-IT sourcing strategies based on standard methodologies while ensuring compliance with regulatory requirements such as DORA.
  • Supplier risk management: Identify and mitigate risks associated with critical suppliers, particularly in the technological domain.
  • Adopt an agile approach: Implement agile methodologies (sprints, prototyping) to quickly test innovative solutions while encouraging increased collaboration between internal and external partners.
  • Cultural transformation: Promote an agile culture within the SPVM Tribe by raising awareness of the importance of innovation and breaking down organizational silos.
  • Regulatory compliance: Integrate DORA requirements into all processes to ensure operational resilience and IT security.
  • Strategic leadership: Lead and develop multidisciplinary teams while collaborating with internal and external stakeholders to achieve strategic objectives.

  • Confirmed people leadership skills (including appraisals, objective setting, staff coaching and training) and leadership skill such as impact oriented raiser than effort which is a given.
  • Collaboration: Encourage collaboration across teams and departments to achieve common objectives and strategically networks for organization’s benefit
  • Confirmed delivery skills according to agreed timescales, meeting budget, quality and value delivery criteria.
  • In-depth knowledge of European regulations applicable to the banking sector, particularly DORA.
  • Confirmed experience in digital transformation of SVPM processes and adoption of agile methodologies.
  • Strong skills in handling risks related to IT suppliers and critical infrastructures.
  • Confirmed experience of developing a credible, practical, coherent and efficient solution supporting business and IT requirements.
  • Strong understanding of IT System Development & Management processes, budget management, providers & technology vendors landscape, IT Sourcing, vendor risk management & sourcing controls compliance.
  • Proven critical analysis and problem-solving skills with the ability to work collaboratively to develop creative Minimum Viable Products (MVP)
  • Strong influencing and stakeholder management skills
  • Excellent interpersonal, communication and organizational skills
  • Excellent tact and negotiation skills
  • Strong social skills – ability to present difficult messages to all levels of the organization in a mature and convincing style.
