Assistant Director – CSD Product Development
The Central Bank of the UAE (CBUAE) is the supervisory and regulatory authority for the banking and insurance sector in the United Arab Emirates. With a mandate to enhance monetary management, safeguard financial stability and protect consumers, we achieve this through effective supervision of licensed financial institutions, prudent reserve management, robust financial infrastructure and the adoption of digital technologies.
CBUAE is seeking a highly motivated professional, who would be responsible to advise the Director of the Central Securities Depository on its strategic product developments, and to identify solutions to enhance the current products and services offered by the CBUAE on government debt instruments
Key Responsibilities
- Develop and execute product and business development strategies
- Oversee the implementation of products and services across both conventional and digital infrastructures
- Supervise the development of core system functionalities, including the adoption of DLT / Blockchain, to support the UAE’s market’s digital evolution. This includes assisting business analysts and IT teams in understanding operational constraints.
- Lead and coordinate the CSD’s commercial initiatives, including client engagement, relationship management and client service strategies. Focus on expanding the CSD's issuer business by establishing partnerships with major international issuers, serving as the primary contact for managing customer support and relations for both domestic and international clients.
- Direct the marketing and communication efforts for the CSD, including website management, corporate publications, service-related content, presentations and events.
- Deliver periodical internal training courses, both for the CSD internal staff and for the CBUAE staff as appropriate, to share knowledge and contribute to the growth of junior international staff.

People Management Responsibilities
- Provide leadership and strategic direction to direct reports, ensuring alignment with organisational goals and objectives.
- Guide and motivate direct reports to enhance performance, improve work quality , and develop capabilities for future leadership roles.
- Conduct performance evaluations and appraisals to assess productivity, identify training needs, and support professional growth.
- Keep team members informed about industry developments, regulatory changes, and CBUAE’s evolving strategic direction.
Qualifications and Experience
- Bachelor’s Degree in Banking and Finance, Business Administration, Infrastructure, Information Technology, or a related discipline.
- For UAE Nationals: Minimum 8 years of experience, preferably in a banking or financial institution..
- For Non-UAE Nationals: Minimum of 9 years of experience, preferably in a banking or financial institution.
- Extensive professional network and international exposure.
- Strong commercial acumen with the ability to engage and build relationships with senior external stakeholders.
- In-depth knowledge of financial markets, trading and post-trading practices.
- Expertise in “settlement” market operations, including emerging trends digital technology and their application to post-trade products and services.
- Broad knowledge of applicable regulations such as CPMI IOSCO and CSDR in this multiple versions (EU, UK, etc.)
- Track record of having implemented previously product and services, leading both IT implementation (from RFP to supervision of IT platform implementation) both within custodians or preferably within market infrastructures and namely CSDs.
- Coaching, training and coordination skills.
- Excellent communication and presentation skills, with the ability to convey complex concepts persuasively.
- Fluency in English (written and spoken); Arabic proficiency is a plus.
