Job Overview

The Head of PMO is responsible for building and leading a high-performing Project Management Office to ensure effective delivery of strategic projects, particularly related to data center infrastructure. This leadership role is central to aligning project execution with organizational goals, enforcing governance frameworks, and optimizing performance across the project portfolio.

Key Responsibilities

PMO Leadership & Strategy

  • Establish and lead the PMO function to drive project delivery excellence.
  • Align PMO practices with business strategy and organizational priorities.
  • Standardize project management methodologies across initiatives.
  • Manage the full lifecycle of project portfolios.

Governance & Framework Development

  • Develop and implement governance models for infrastructure programs.
  • Ensure compliance with quality, cost, and timeline standards.
  • Conduct project audits and performance reviews.

Resource Management

  • Allocate resources efficiently across all programs.
  • Monitor capacity planning and skill development needs.

Performance Monitoring & Reporting

  • Define and track KPIs for project and portfolio performance.
  • Provide executive dashboards and project health reports.
  • Identify performance trends and support data-driven improvements.

Risk and Issue Management

  • Identify and mitigate project risks proactively.
  • Ensure critical issues are resolved promptly with minimal disruption.

Stakeholder Management

  • Communicate project status to executive leadership.
  • Manage external vendor and partner relationships.
  • Facilitate alignment across departments and stakeholders.

Team Leadership & Development

  • Lead and develop a high-performing PMO team.
  • Foster a culture of ownership, accountability, and innovation.

Process Improvement & Innovation

  • Continuously enhance project management practices.
  • Implement modern tools and methodologies to increase efficiency.
  • Stay current on emerging trends in project delivery and digital infrastructure.

Regional Compliance

  • Ensure all projects comply with local regulations and industry standards.
  • Tailor project strategies to regional business conditions.

Key Performance Indicators (KPIs)

  • Project Success Rate: ≥90% on-time, within-budget, and in-scope delivery.
  • Compliance: 100% adherence to project governance and controls.
  • Resource Utilization: Idle resource time <10%.
  • Stakeholder Satisfaction: ≥85% positive feedback.
  • Risk Mitigation: Zero unresolved high-priority risks.

Working Relationships

Internal

  • Chief Executive Officer: Direct reporting for strategic alignment.
  • Executive Team: Collaborate on cross-functional initiatives and portfolio priorities.
  • PMO Staff & Project Teams: Provide leadership, guidance, and performance oversight.
  • Functional Units: Work closely with operations, engineering, finance, and commercial teams.

External

  • Vendors & Contractors: Ensure delivery of services within agreed timelines and budgets.
  • Clients & Regulatory Authorities: Maintain high standards of service and compliance.

Decision-Making Authority

  • Define and prioritize project portfolio strategy.
  • Oversee allocation of budget, personnel, and timelines.
  • Make project delivery adjustments based on performance and risk.
  • Approve project plans and initiate corrective actions as needed.

Experience & Qualifications

  • Experience:
  • Minimum 10 years in project management, with 5+ years in a leadership role.
  • Experience managing infrastructure or data center-related programs.
  • Demonstrated success managing complex, multi-stakeholder projects.
  • Education & Certification:
  • Bachelor’s degree in Engineering, IT, Business, or a related field.
  • PMP, PRINCE2, or equivalent certification required.
  • Master's degree or MBA preferred.
  • Strong command of English; Arabic is an advantage.

Technical Proficiency

  • Strong understanding of data center infrastructure (power, cooling, connectivity).
  • Deep expertise in project management frameworks (Agile, PMP, PRINCE2).
  • Familiarity with tools like MS Project, JIRA, Smartsheet, or similar platforms.
  • Experience setting up or scaling PMOs in multi-country environments.
