We seek a Product Lead to join the GUP (Government Unified Portal) team and shape the future of user-centered, inclusive, and accessible government services. As an expert practitioner, you will help Oman to build world-class digital services.

Responsibilities:

• Oversees the strategic planning, development, and lifecycle management of Government Unified Portal’s (GUP's) digital products. Defines vision, strategy, and sets priorities for product roadmap and development, ensuring they align with user needs and project objectives and contribute to the overall success of the digital transformation initiative.
• Leads the analysis of GUP's business needs and requirements, providing insights and solutions to improve processes, systems, and overall project effectiveness.
• Leads collection, analysis and interpretation of user data related to the GUP, uncovering insights to inform strategic decisions and improve the effectiveness of digital services.
• Researches the “competitive landscape” constantly staying up to date with the latest worldwide trends in the delivery of user-centered digital government services.
• Bridges the vision-to-execution gap by developing RFPs for implementation.
• Defines KPIs to measure GUP’s success.
• Prioritizes and selects individual and life-event services for onboarding on GUP following GUP standards and selection criteria.
• Evaluates if services meet the required Digital Service standards.
• Reviews and approves services based on their contribution to the product's value proposition.
• Refines, updates and oversees compliance with GUP Digital Service and Analytics standards.
• Develops comprehensive training programs, labs and bootcamps designed to elevate the skills and capabilities of government entities in building user-centric digital services.
• Coordinates with other leads to ensure cohesive product development. Support the Organizational Change Management function ensuring smooth adoption of the GUP standards, practices and ways of working across the government.
• Defines the structure, and operating model, develops procedures and helps to hire staff to hand over Product Management function to the ministry.

Experience:

• Minimum 10 years of experience in product management, with at least 5 years leading complex digital government platforms or large-scale public sector digital transformation initiatives.
• Proven track record of defining product strategy, building roadmaps, and delivering digital platforms at scale.
• Experience in user research, data-driven product development, and managing cross-functional teams.
• Demonstrated experience in government digital services, citizen engagement platforms, or digital public infrastructure projects is a must.
• Experience in using analytical tools such as Pendo or Google Analytics.

Requirement:

• Bachelor’s or Master degree
• English Fluency is a must!
• Internationally recognized Category B (Light Vehicles) is very desirable
