Job Description

We are seeking an experienced Project Manager to lead and deliver complex, high-impact ICT projects in an international and highly regulated environment. The ideal candidate will have extensive experience managing full project lifecycles involving commercial-off-the-shelf software, cloud implementations, ICT infrastructure, and service integrations. The Project Manager will be responsible for planning, execution, stakeholder coordination, and ensuring delivery excellence in alignment with organizational and regulatory standards.

Key Responsibilities:

  • Manage multiple projects to Client’s project management standards, especially involving integration of internal/external services and components.
  • Ensure regular status updates to ICT management in line with established reporting deadlines.
  • Develop and maintain strong working relationships with both internal and external stakeholders.
  • Organize and facilitate meetings, including producing and distributing accurate meeting minutes.
  • Support the programme manager (Stream Leader) on all project dimensions, following PMO, Head of Team, and Stream Leader guidance.
  • Implement project governance through chairing meetings, checkpoints, and keeping all stakeholders informed.
  • Maintain up-to-date project management documentation and Gantt charts in the project management system.
  • Supervise delivery of information systems to meet business needs, managing resources, costs, timetables, and quality.
  • Produce and approve project deliverables according to the implementation plan.
  • Monitor project implementation, scope, budget, and resource allocation.
  • Identify and actively manage project dependencies, risks, and issues, escalating as needed according to governance channels.
  • Track and report project finances, supporting the Stream Lead and PMO in correcting deviations.
  • Ensure regular and effective communication with Europol stakeholders, and external suppliers.
  • Supervise external supplier delivery, resolving issues and risks as needed.
  • Participate in PMO initiatives on estimation of costs, timelines, and resources.

Qualifications

  • Working knowledge of English (B2 level or higher)
  • Completed Bachelor or Master Degree
  • At least 9 years of professional experience in Project Management
  • Managed a minimum of 5 end-to-end projects involving:
    • Commercial-off-the-Shelf (COTS) software deployment
    • Cloud deployment
    • Incremental software delivery
    • ICT infrastructure deployment
    • Service integration with external parties
  • Experience managing cloud (implementation) projects and delivering cloud services
  • Minimum 5 years of experience working in an international environment
  • Minimum 5 years of experience in a highly regulated environment, preferably in the public/government sector
  • Minimum 5 years of experience with standard project management tools such as MS Project
  • Good knowledge of planning and estimation techniques
  • Good knowledge of MS Office, including PowerPoint timelines and schedule visuals
  • Strong foundation in IT and basic cloud concepts; familiarity with IaaS, PaaS, SaaS, AWS, Azure, GCP
  • Project Management Certification (PRINCE2 Practitioner, PMI PMP, PM2 Certified or similar)
