Freelance Project Lead – Logistics Digitisation & Innovation (ZZP)

📍 Location: Hybrid possible – Based in the Netherlands (North Holland)

🗓 Duration: July 2025 – December 2027 (with possible extension into 2028)

⏱ Commitment: ±1 day per week (approx. 300 hours/year)

💶 Rate: €113–142/hour depending on experience

📈 Function level: Scale 12/13

Overview

We are seeking an experienced freelance Project Lead to drive the digital transformation and innovation agenda for logistics as part of a long-term regional infrastructure programme. You’ll lead one of four key components within a strategic initiative aimed at strengthening a major logistics hub in the Netherlands. This initiative integrates sustainability, smart mobility, space efficiency, and CO₂ reduction.

Key Responsibilities

• Develop a clear strategic vision and roadmap for digitisation and innovation in the logistics sector.
• Lead and implement projects focused on:
• Network visibility
• Data sharing & digital collaboration
• Smart mobility (AI, IoT, digital twins)
• Draft project proposals and business cases with local, regional, and international partners.
• Manage project execution, budgets, and timelines.
• Monitor tech trends and translate these into practical, scalable logistics applications.
• Collaborate closely with business, government, and research/education stakeholders.
• Report progress to key stakeholders, including national and EU-level partners.
• Work under the guidance of the programme’s central Project Manager.

Requirements

• A completed bachelor’s degree (HBO) or higher, in logistics, business, IT, or innovation.
• At least 5 years of project leadership experience in logistics or a tech-focused environment.
• Proven track record in digital transformation or smart logistics projects.
• Strong existing network in the logistics sector.
• Previous experience working with or for public-sector bodies is a plus.
• Ability to navigate multi-stakeholder environments and switch between local and national interests.
• Familiarity with “quadruple helix” collaboration (business, government, education, citizens) is an advantage.

Work Setup

This is a freelance engagement with flexible hours (approx. 1 day/week). While some on-site presence may be expected occasionally, much of the role can likely be performed in a hybrid format, depending on project phase and coordination needs.
