Position – Senior Industrial Project Manager – Plant Integration
Our client was launched in June 2022 by a stellar consortium of shareholders. They aim to build, own, and operate a green iron plant in southern France, using Hydrogen and avoiding the high CO2 emissions from classical steel production. Product will be DRI/HBI a key and value-added ingredient in steel production. They will be a major contributor to decarbonize steel production in Europe and respond to a growing demand for zero carbon steel products.

About the Role:
Our client is seeking an experienced Senior Industrial Project Manager - Plant Integration to lead the design, execution, and commissioning of the industrial infrastructure supporting our operations: buildings, roadways, utilities (HV/LV electricity, industrial water, gas, steam, compressed air, wastewater treatment, etc.), and ensure connection to national (RTE/GRDF) and local (rail, road) networks. The Senior Industrial Project Manager – Infrastructures & Utilities – Plant Integration will be responsible for the overall coherence of the site design across all scopes, including 6 main OEM-supplied packages – (DRI, H2 Electrolyser, Water Treatment, Main Electrical substation, Material Handling, Air Separation Unit) for proprietary technologies.
Key Responsibilities:
As Senior Industrial Project Manager – Plant Integration, you will be responsible from the design phase through to operations. In close collaboration with PMO, Engineering manager and other Projects manager, your role is including:
Design & Engineering Phase – Early Works:
- Define and manage pre-construction and EARLY WORKS activities (topography, geotechnical surveys, decontamination, earthworks, construction site setup, etc.)
- Supervise and coordinate activities related to building permits and support with operational authorizations.
- Lead the infrastructure and utilities project in collaboration with internal project teams and external engineering firms, ensuring alignment with cost, schedule, and performance objectives.
- Coordinate internal and external infrastructure studies.
- Coordinate BOP (Balance of Plant) studies to ensure integration and overall coherence of OEM-supplied packages.
- Organize and lead tendering processes with procurement support, evaluate technical and financial bids, and select service providers.
Construction Phase: With the support of the construction team based on site (Fos, 13-France)
- Organize and supervise execution of works: ensure safety, technical compliance, scheduling, and budget control.
- Lead coordination meetings with contractors and manage technical interfaces between different work packages.
- Handle technical and contractual contingencies, escalate issues and propose corrective actions.
- Ensure compliance with regulations (ICPE, safety, electrical standards, etc.)
Commissioning & Transition to Operations:
- Organize pre-commissioning of assigned scopes in line with the overall commissioning schedule for process units.
- Provide commissioning support in coordination with operations teams.
- Prepare TQC (As-Built) documentation and required regulatory files for operations.
Profile
Education:
- Graduated from Grade A School or Equivalent (Mines, Ponts, Centrale, Arts & Métiers)
- Degree in Mechanical Engineering, Civil Engineering, or Industrial Engineering (or equivalent).
Experience:
- At least 15 years of experience managing complex industrial projects (industrial buildings, utilities, site development) in heavy industry, from design to execution.
- Proven experience in the design and construction of greenfield industrial sites or major expansions.
- Experience in the metallurgical, heavy chemical, or continuous-process industries (cement, glass, chemistry, mineral processing) is a strong asset.
Technical Skills:
- Expertise in EPC or EPCM project management, design and construction phases in France.
- Proficiency in technical scopes: civil engineering, roadworks, HV/LV electrical networks, process utilities (air, water, gas, steam, effluents).
- Knowledge of ATEX, PED, industrial safety standards, and building permits.
- Ability to manage interfaces between utilities and industrial processes, ensuring overall design coherence.
- Monitoring and reporting (EHS, cost, schedule, Physical progress).
Personal Skills:
- Natural leadership, results-oriented with a sense of urgency and ability to prioritize.
- Team player.
- Highly autonomous, meticulous, detail-oriented.
- Strong ability to identify priorities and remain pragmatic, while maintaining a long-term vision.
- Excellent written and verbal communication skills in both French and English.
- Experienced in working on construction sites in France with exposure to international engineering teams.
Languages:
- Fluent French.
- Professional proficiency in English is essential (written and spoken).
