Specialist – Local Content & Workforce Development

JOB PURPOSE

To support the planning, execution, and monitoring of workforce development initiatives across OIA and its subsidiaries, with a focus on upskilling the direct and indirect workforce, advancing Omanization, and maintaining accurate workforce data. This role ensures that development programs align with OIA’s Local Content strategy and contribute to the national human capital agenda.

ROLES AND RESPONSIBILITIES

• Support the design and coordination of training and development programs to enhance the skills of OIA’s direct and indirect workforce.

• Contribute to the identification of roles suitable for Omanization and monitor workforce localization across OIA entities.

• Promote an environment of continuous learning by facilitating structured training, career development opportunities, and education initiatives for Omani nationals.

• Assist in identifying skills gaps and aligning development programs with national workforce needs and sector priorities.

• Collect, validate, and maintain comprehensive data on direct and in-direct workforce composition across OIA companies, including employment levels, new hires, and leadership demographics.

• Oversee data flows and quality from all relevant stakeholders and systems.

• Coordinate with LC strategic planning team as needed to support digital workforce data platforms.

• Leverage data insights to support Omanization tracking, strategic workforce planning, and compliance reporting.

• Assist in the monitoring and follow-up of Omanization plans and targets across OIA entities & its contractors.

• Adopt specific training programs for Omanis, and identify positions where Omanis will replace foreigners to help maintain and enforce the growth of Omani workforce.

• Track progress in replacement and succession planning programs

• Collaborate with HR teams and relevant government entities to support localized workforce deployment in alignment with national goals.

• Prepare periodic reports and dashboards on workforce development metrics, Omanization progress, and training impact.

• Support internal and external reporting requirements including responses to ministries, regulators, and oversight bodies, and in coordination with LC strategic planning team.

• Present findings to management with actionable insights based on data trends and variances.

• Ensure alignment with departmental policies and procedures, as well as national labor and localization regulations.

• Provide feedback to improve existing policies and support their operational implementation.

• Comply with all relevant health, safety, and quality requirements, in order to guarantee employee safety and legislative compliance.

• Contribute to the identification of opportunities for continuous improvement of systems, processes and practices considering ‘leading best practices’, improvement of business processes, cost reduction and productivity improvement.

MINIMUM QUALIFICATIONS AND REQUIREMENTS

  • Bachelor’s degree in Business Administration, Finance, Supply Chain Management, Human Resources, or any other relevant field
  • Minimum of 6 years of relevant experience (Minimum 3 years of experience in Local Content, HR or any related field is preferred)
