Location: Near-site (within 2 hours of Brussels, Belgium)

Contract type: External Service Provider

Initial Contract: 220 days (Project Duration 600 days).

Expected Start Date: 01/09/2025

Service Delivery: Remote, based within 2 hours from Brussels.

🌍 Context & Introduction

CINEA (European Climate, Infrastructure and Environment Executive Agency), in partnership with other Commission services and stakeholders, delivers high-quality corporate solutions and information systems that provide accurate data, reporting, and Business Intelligence services.

The successful candidate will join Unit A1, Business Intelligence & Reporting Team, working under the supervision of the Head of Sector. The role contributes directly to the design, development, and optimisation of BI solutions supporting financial and technical programme implementation.

🛠️ Required Knowledge & Skills

  • Excellent knowledge of Power BI, including DAX, Power Query (M), data modelling, and visualization best practices.
  • Proven expertise integrating Power BI with Azure Synapse Analytics, ADLS, and Oracle databases.
  • Strong knowledge of data modelling techniques (star schema, normalization, semantic layer design).
  • Ability to implement and manage Row-Level Security (RLS), workspace permissions, and governance policies.
  • Experience in troubleshooting and optimizing Power BI solutions (performance tuning, refresh strategies).
  • Familiarity with version control best practices.
  • Strong documentation skills (technical specs, data lineage, security configurations).
  • Excellent communication and collaboration skills with both business and technical stakeholders.

Non-technical requirements (due to EU environment):

  • Experience in international/multicultural teams.
  • Ability to participate in multilingual meetings.
  • Strong team player with high discretion and integrity (handling personal/confidential data).
  • English (C1/C2). French (B2) is an advantage.

📌 Specific Expertise (Mandatory – Minimum 5 years each)

  • Azure ecosystem (ADLS, Synapse, Power BI integration) – competence level 4.
  • Power BI (DAX, Power Query, RLS) – competence level 4.
  • Advanced SQL (complex querying, performance tuning) – competence level 4.
  • Data modelling and data governance – competence level 4.

📜 Certifications

Mandatory:

  • Microsoft Certified: Power BI Data Analyst Associate

🚀 Main Tasks

The external service provider will perform the following tasks:

  • Design, develop, and maintain interactive Power BI dashboards and reports to support data-driven decision-making, applying best practices in visualization and UX.
  • Build and manage scalable data pipelines and queries from Azure Data Lake Storage (ADLS), Azure Synapse Analytics, and Oracle databases, transforming data into reusable reporting models.
  • Collaborate with data engineers and analysts to define data requirements, model business logic, and ensure high-quality, validated data in reports.
  • Implement and manage Power BI access control (Row-Level Security, workspace permissions) in compliance with data governance policies, ensuring protection of Sensitive but Non-Classified (SNC) data.
  • Troubleshoot and optimize Power BI datasets and reports, including performance tuning, refresh strategies, and data integrity monitoring.
  • Produce and maintain technical documentation: data architecture, flows, security configurations, and solution traceability.

🎓 Education

  • Minimum: EQF Level 6 (Bachelor’s degree, 3 years) in Computer Science, Information Systems, or related field.

Nice-to-have:

  • Microsoft Certified: Azure Data Engineer Associate
  • Microsoft Certified: Azure Enterprise Data Analyst Associate

🏢 Working Conditions

  • Near-site service delivery: Must be located within 2 hours of Brussels.
  • Remote work: Primary mode, with Commission-provided laptop.
  • On-site meetings: Occasionally required in Brussels (exceptionally elsewhere).

  • The proposed service provider will be invited to an interview within 15 working days after proposal submission.
  • Three different time slots across at least three working days will be offered.
  • Candidate availability is mandatory, otherwise the proposal may be refused.
