Our client is undergoing an important shift toward data-driven decision-making. To accelerate this transformation, the city aims to deliver innovative, reliable, and user-oriented information products that better serve residents, businesses, and internal departments. A key driver of this transition is the further development of Informatieplein Assen (IPA) — the municipality’s central hub for data and information services.
IPA’s mission is to provide secure, consistent, and customized business intelligence (BI) and geographic information (GIS) solutions. To support this ambition, we are looking for an experienced Business Analyst to join the team.
Your Responsibilities
In this position, you’ll act as the link between the municipality’s various business units and the IPA team. Your main task is to understand and analyze the needs of internal stakeholders and translate them into clear, structured information solutions that fit within the organization’s architecture (Microsoft Azure and/or ESRI platforms).
Your work involves clarifying often undefined requests through close collaboration with clients and stakeholders. You will deliver precise and well-documented analyses that enable data analysts to take the next steps in solution design and development. You’ll also ensure that the intended design is properly interpreted during implementation.
As a Business Analyst, you will work across multiple municipal domains — including Finance, HR, Public Space, and Social Services. Familiarity with at least one of these areas is an advantage.
About the Team
The IPA team is responsible for the full lifecycle of data and information products — from intake and analysis to design, delivery, maintenance, and interpretation.
Currently, the team consists of nine professionals and is expected to grow in the coming years. You’ll join an open, collaborative environment that values professional development, ownership, and a proactive mindset.

Requirements
- Bachelor’s level education (or equivalent experience)
- At least 3 years of proven experience as a Business Analyst
- Experience working in Agile/Scrum environments
- Familiarity with BI tools and/or ESRI GIS systems
- Knowledge of municipal processes is an advantage
