Regulatory Change Project Manager - ECB

Location: London or Frankfurt

Daily rate: £650 - £700 UMB

Contract: 6 months (project typically ranges from 6 months to 2 years).

Purpose of the Job

1. Provide expert Project Management capabilities.

2. Deliver organizational compliance by driving change initiatives to achieve defined goals and benefits within agreed quality, timelines, and budget, while minimizing business impact.

3. Ensure governance, transparency, and documentation throughout projects to withstand regulatory scrutiny.

Background

• The Change Management Group (CMG) is a centralized business function established in 2019 to provide professional project, program, and portfolio management expertise across the enterprise.

• CMG functions as a governance body, providing guidance, mentoring, and up-skilling for project managers and business-as-usual staff, and ensuring alignment with business objectives.

• It also acts as a center of excellence, comprised of experienced project managers, business analysts, and junior analysts working on complex, often regulatory-driven projects across the EMEA region.

• CMG manages enterprise project portfolios, promoting efficient resource use, conflict resolution, and transparent reporting.

Facts/Scale

• Budgets: Annual project budgets accountability.

• Project Duration: Typically ranges from 6 months to 2 years.

• Team Scope: 0-2 contractors, up to 10 project workstream leads, and 1-2 subject matter experts.

• Regional Nuances: EMEA-wide projects requiring tailored solutions for varying regulatory and business requirements.

• Stakeholder Engagement: Regular interaction with C-level sponsors and managing steering committees.

• Project Complexity: Often manages multiple simultaneous projects with distinct priorities and deliverables.

Accountabilities & Responsibilities

• Manage all aspects of the project lifecycle, from planning to execution, in line with organizational methodologies and standards.

• Deliver projects that meet organizational goals and withstand regulatory scrutiny.

• Lead, influence, and motivate diverse, cross-departmental project teams to ensure timely and quality outcomes.

• Plan and oversee the creation of project deliverables, including roadmaps, budgets, testing, implementation, and business-as-usual handovers.

• Identify risks and issues, escalating them with appropriate mitigation strategies when necessary.

• Maintain project governance and transparency, ensuring proper oversight and compliance.

• Adapt to changes in project scope, documenting impacts and proposing suitable mitigations.

• Focus on delivering measurable project benefits.

Knowledge, Skills, Experience & Qualifications

Education & Qualifications

• Degree-level education or equivalent specialist knowledge.

• Preferred qualifications: PMP, APM, or equivalent.

Experience & Knowledge

• Experience with regulatory management, corporate governance, and compliance under ECB supervision.

• Proven success in delivering financial services projects.

• Strong interpersonal and leadership skills, with the ability to motivate, resolve conflict, and manage teams.

• Effective communication, both written and oral, with the ability to diplomatically challenge and negotiate.

• Practical mindset and willingness to be hands-on when needed.

• Ability to handle multiple deadlines and high-pressure situations.
