Main activity of Baltic Tower Company is related to the management and maintenance of mobile communication towers and other types of stations. Baltic Tower Company is engaged in the rental of this infrastructure to telecommunications service providers (mobile communication operators, Internet, radio, TV network operators). Main client of Baltic Tower Company is Tele2. Baltic Tower Company operates in Lithuania, Latvia, Estonia. Baltic Tower Company and its partners can also implement complex telecommunications network development solutions - including planning, design, construction and infrastructure maintenance.
Job Advertisement: Site Development Project Manager
Role Summary
Based in Riga and reporting to the pan-Baltic Chief Operating Officer. You will be the boots-on-the-ground owner for every new and existing tower site in Latvia. You hunt locations, negotiate leases, extend expiring agreements, run design & build tenders, and deliver turn-key sites that give Tele2 (and future tenants) flawless coverage. You will travel for a suitable location for a new or existing station in Latvia and will communicate with the owners of these locations. You will have a great opportunity to show that you are the coolest project manager and deepen your knowledge of telecommunications network development. There is a lot of action with us, we promise - it will not be boring!
Key Responsibilities
- Lease Renewal Management: Proactively track expiry dates of existing lease agreements; re-negotiate extensions for sites; secure long-term anchor tenancy.
- Site Acquisition & Lease Negotiation: Scout plots, rooftops, water towers and industrial structures; cold-call owners, negotiate green-field leases and rooftop access rights; close deals that balance Tele2 coverage needs with landlord economics.
- Design & Equipment Procurement: Draft technical scopes, issue RFPs to certified design offices, select structural/electrical drawings; order the items for the construction.
- Project Coordination & Stakeholder Alignment: Single point of contact between landlord, Baltic Tower Company Tele2 Latvia network team, local municipalities and utility companies; secure building permits, grid connections and environmental approvals.
- Construction Tendering & Supervision: Run competitive mini-tenders for civil works, tower erection and rigging; appoint contractors, enforce safety & quality standards, manage timelines and budgets.
- Hand-over & Documentation: Deliver fully documented sites (as-built drawings, photos, test reports, O&M manuals) into the central tower database.
- Pipeline & Reporting: Produce monthly progress dashboards (sites acquired, under construction, activated) for pan-Baltic Chief Operating Officer.
- Bachelor’s degree in Civil Engineering, Real Estate, Telecommunications or equivalent practical experience.
- 5+ years in site acquisition, lease management or construction project management; direct tower/macro-site rollout experience is a strong advantage.
- Good computer skills;
- Experience running tenders under the Public Procurement Act thresholds for private entities.
- Experience in the construction sector, technical installation knowledge, and knowledge of radio communication connection principles are advantages.
- Hunter mentality – you thrive on cold outreach and turning “no” into “yes”.
- Master negotiator who finds win-win between the owner and Baltic Tower Company.
- Project planner skills – Gantt charts in MS Project or Excel, zero surprises.
- Category B license.
- Fluency in Latvian and English.
- Digital native – CRM, GIS tools (QGIS or Google Earth Pro), e-procurement portals, mobile office.
- Front-line role in building the first pan-Baltic independent tower company – every site you deliver is a permanent revenue asset.
