The Human Resources & Talent Development (HRTD) division is responsible for attracting, retaining, engaging, and developing top talent for both MOHH and Singapore's public healthcare sector, with a dual focus on HR management for MOHH and driving strategic HR initiatives as MOH’s implementation partner. Its vision is to enable people, grow talent, and power the organisation, with key focus areas including the development of a healthcare talent pipeline through the marketing, selection, and management of healthcare scholarships, as well as coordinating talent development programs for young professionals during the early years of their careers in the sector.

SUMMARY OF THE ROLE

We are seeking a detail-oriented Executive with strong analytical and critical thinking abilities to join the Healthcare Scholarship & Talent (HST) team. This role requires someone who is analytically strong, comfortable working with numbers and datasets, and able to translate analysis into clear operational or policy recommendations. The role also requires close coordination with Finance, IT, and internal stakeholders to maintain system integrity and support policy implementation.


JOB RESPONSIBILITIES


Database & Analysis

  • Manage and analyse scholars’ academic results, performance data and bond-related data. This includes putting up regular reports and dashboards on key indicators to support decision-making.
  • Identify trends, risks, and insights from longitudinal data to inform scholar selection strategies, talent management interventions, and programme refinement.
  • Ensure the integrity and accuracy of core databases through regular data processing, cleaning, reconciliation, and validation checks.
  • Support norm cost and scholarship benefits (i.e. stipends) reviews through scenario comparisons and data validation.


Systems and Policy

  • Manage the day-to-day processing of scholars’ claims submitted through the system, ensuring that scholars’ claims, stipend runs, and charge-out processes are accurate, timely, and compliant with policy and governance requirements.
  • Perform reconciliation of processed claims and prepare quarterly charge-out reports for stakeholders, ensuring completeness, accuracy, and timeliness.
  • Investigate discrepancies and anomalies, and coordinate with Finance, IT, and relevant stakeholders to resolve issues and implement corrective actions.
  • Support system enhancements and changes, including participation in User Acceptance Testing (UAT), monitoring post-implementation performance, and addressing system or process issues.
  • Translate policy or process changes into system and operational requirements, working with relevant teams to ensure accurate implementation.
  • Conduct research, benchmarking, and data analysis to support the development and refinement of policy frameworks, claim guidelines, and operational parameters.
  • Draft and maintain operational guidelines and SOPs, ensuring clarity, consistency, and alignment with approved policies and processes.


Scholarship Administration

  • Manage in-flight and in-service scholars, ensuring they are well-supported, engaged, and informed throughout their scholarship journey.
  • Maintain regular contact with the scholars, addressing inquiries and processing requests for sponsorships related to Student Exchange programs, Seminars, and Conferences, with recommendations submitted for Management's approval.
  • Track scholars’ academic progress and work performance, providing support and counselling to those not meeting expectations, and liaising with universities on academic or financial matters as needed.


JOB REQUIREMENTS


Education Requirement(s):

  • Bachelor’s degree in Business, Finance, Data Analytics, Economics or a related field.
  • Experience with claims workflows, SAP/SuccessFactors/finance systems is advantageous.


Key Qualities:

  • Strong analytical rigour and problem-solving ability, with a high level of attention to detail to ensure data accuracy and completeness.
  • Ability to translate data into insights and judgement, using quantitative analysis to inform decisions on scholar performance, selection outcomes, norm cost utilisation, and programme effectiveness.
  • Proficiency in data analysis and reporting tools (e.g. MS Excel, Power BI), with the ability to structure datasets, build dashboards, and present information clearly for management and stakeholders.
  • Strong understanding of end-to-end system workflows, including requirements gathering, User Acceptance Testing (UAT), and post-implementation issue resolution, particularly in policy or operational systems.
  • Stakeholder engagement and communication skills, with the ability to work effectively with scholars, internal teams, and external partners to resolve issues, align expectations, and drive outcomes.
