Context

Under the direct supervision of the Chief of Section, Human Capital Intelligence (HCI), and close collaboration with the Workforce Analytics team, the International UN Volunteer (Expert) will support the practical implementation of organizational design and change initiatives, working closely with offices undergoing transition. The purpose of this role is to provide hands-on, expert operational support to organizational design and change management initiatives within UNICEF. The International UN Volunteer (Expert) will support the Chief of Section, HCI, in the practical implementation of functional reviews, organizational restructuring, and staffing transitions across offices. The role will contribute to ensuring that organizational changes are effectively planned, communicated, and applied, including through the finalization, communication, and roll-out of the Organizational Design Toolkit across UNICEF offices, supporting consistent and effective uptake. Through strong project management, stakeholder engagement, and implementation support, the assignment will help translate organizational design outputs into practical, well-managed change at country, regional, and headquarters levels.

Task description

Under the direct supervision of the Chief of Section, Human Capital Intelligence (HCI), and close collaboration with the Workforce Analytics team, the International UN Volunteer (Expert) will:

• Support the operational rollout of functional review and organizational design processes, including data collection, analysis of functions and roles, and preparation of draft organizational and staffing proposals.

• Provide hands-on support to offices transitioning staffing structures, including assistance with implementation planning, timelines, sequencing of changes, and coordination with relevant internal counterparts.

• Accompany change management processes by supporting offices in applying approved organizational changes, identifying implementation risks, and proposing mitigation measures.

• Support the day-to-day project management of organizational development initiatives, including work planning, tracking deliverables, maintaining timelines, and coordinating inputs across multiple stakeholders.

• Support and, where required, facilitate stakeholder engagement activities, including consultations, working sessions, and workshops with affected offices to ensure clarity and ownership of organizational changes.

• Prepare practical implementation tools and materials, such as transition plans, staffing tables, FAQs, guidance notes, and presentations explaining new or revised organizational arrangements.

• Support internal communication efforts, ensuring clear, consistent, and timely messaging related to organizational changes.

• Support the finalization, communication, and roll out of the Organizational Design (OD) Toolkit across UNICEF offices, including:

o Consolidating inputs and finalizing toolkit components and guidance materials.

o Supporting the development of clear communication and dissemination approaches tailored to different audiences.

o Assisting with the preparation and delivery of briefings, webinars, or learning sessions to support uptake and consistent application of the toolkit.

o Providing operational follow-up support to offices using the toolkit, as required.

• Maintain documentation, track issues and decisions, and consolidate inputs and lessons learned from organizational change processes.

Required experience

Nationality

Candidate must be a national of a country other than the country of assignment.

Languages

English, Level: Fluent, Required

Required education level

Bachelor's degree in Business Administration, Public Administration, Human Resources, Psychology, Change Management or related fields. A certification in project management is desirable.

Skills and experience

• A minimum of 5 years of progressively responsible professional experience in organizational development, organizational design, change management, human resources transformation, public administration, or a closely related field.

• Demonstrated hands-on experience conducting or supporting functional reviews, workforce analysis, or organizational design processes within complex organizations.

• Experience accompanying organizational change processes in large organizations, preferably within the UN system, international organizations, or comparable public and private sector organizations.

• Proven experience in stakeholder engagement within sensitive organizational change in multicultural environments.

• Proven experience supporting the implementation of organizational restructuring or staffing transitions, including operational follow up and coordination is desirable.

• Demonstrated ability to develop clear, practical communication materials (presentations, guidance notes, FAQs, briefing notes) tailored to different internal audiences.

• Working knowledge of any other UN language (Arabic, Chinese, French, Russian, Spanish) is desirable.


The Summary of UNV Entitlements (International Expert):

• Monthly Living Allowance (MLA) is USD 3,970 monthly (including expertise differential)

• Accommodation supplement: About USD 560 in each month when residing in Istanbul Please note that the amounts can vary according to fluctuations of the monthly post adjustment.

• Private insurance: Health, dental, life, and dismemberment (100%) coverage by CIGNA (including for the eligible dependents when residing together in Istanbul)

• Entry allowance (one-time payment): USD 4,000

• Exit allowance: USD 225 per month and solely paid upon the satisfactory completion of assignment

• Family allowance based on eligibility and status (per month): USD 250 for 1 dependent, USD 450 for 2 or more dependents (Please refer to the conditions of service for eligibility criteria)

• Annual leave: 2.5 days accrued per calendar month
