Responsible Site Manager – (Helsinki, Finland)


A major public infrastructure project in Helsinki requires an experienced Responsible Site Manager (RSM) to oversee the execution of specialised marine and structural works, including rock-anchored retaining wall construction.

The Responsible Site Manager will hold overall responsibility for site operations, safety, scheduling, and quality control, ensuring works are delivered in accordance with Finnish regulations, project specifications, and contractual requirements.

Due to procurement requirements for this government project, candidates must meet specific reference criteria related to rock-anchored retaining wall construction.


Key Responsibilities

  • Act as the Responsible Site Manager for construction works, ensuring compliance with Finnish construction regulations and project requirements
  • Oversee daily site operations, subcontractors, and construction activities
  • Manage project schedule, quality, and safety performance
  • Coordinate engineering teams, contractors, and stakeholders involved in marine and retaining wall construction
  • Ensure works are delivered in accordance with technical specifications, environmental requirements, and safety standards
  • Maintain clear communication with project management and client representatives
  • Ensure accurate reporting, documentation, and compliance with regulatory authorities


Mandatory Reference Requirements

  • Within the last 10 years, the candidate must have been involved in at least two (2) rock-anchored retaining wall projects of minimum 1,000 m²
  • At least one project must involve a waterfront retaining wall or port quay structure (e.g. adjacent to sea or lake structures)
  • In at least one reference project, the candidate must have acted as Responsible Site Manager
  • In the second project, the candidate may have acted as Responsible Site Manager or Area Manager
  • The candidate must have held the relevant role for at least 80% of the total duration of each project


Experience & Qualifications

  • Proven experience managing complex infrastructure or marine construction projects
  • Strong background in retaining wall structures, rock anchoring, or waterfront construction
  • Solid understanding of site management, construction sequencing, and subcontractor coordination
  • Experience working on government or regulated infrastructure projects is advantageous
  • FISE qualification (or equivalent Finnish site management certification) is highly beneficial
  • Strong leadership and organisational skills
  • Must be Finnish local/living in Finland and speak fluent Finnish
