The EIB, the European Union's bank, is seeking to recruit for its Chief Financial Controller Directorate (CFC), Corporate Real Estate Department (CRE), Corporate Security and Safety Division (CSS), Security & Safety Abroad Unit (ABROAD) at its headquarters in Luxembourg, a Security Intelligence Analyst*.

This is a full-time position at grade 5 for which the EIB offers a permanent contract.

Panel interviews are anticipated for May/June.

Purpose

The purpose of this role is to provide analytical security risk reporting, situational assessments and develop a portfolio of data driven threat and risk assessments to help EIBG manage security risks, protective security, incident management in Luxembourg and abroad. The role will include supervision of a small team of support consultants.

Operating Network

You will report to the Head Unit, Security and Safety Abroad.

The post may require availability beyond the regular office hours at night, on weekends and/or bank holidays even over a longer period, in particular in the event of incidents or crises.

It may require carrying out on-call services on a regular basis. There may be a need to conduct some business travel.

Accountabilities

Supervise a team of embedded security consultants, working on security information and mission security assessments.

Collect, evaluate and analyse security‑related information from internal and external sources.

Produce structured threat assessments, situation reports and intelligence products.

Conduct corporate security risk assessments for projects, offices, missions and travel.

Support incident response and crisis coordination with intelligence inputs.

Participate in daily security briefings and support operational security measures.

Liaise with internal stakeholders and external authorities or institutions.

Provide security briefings and awareness inputs to staff.

Build an intelligence network with other EU institutions, IFIs and international organisations.

Produce incident and travel security advisories.

Prepare daily, weekly, monthly security working papers, and other reports as required.

Produce long-term assessments and forecasts of the security situation.

Conduct risk analyses and threat assessments on security developments for persons and assets.

Ensure the quick dissemination of security related information.

Liaise with national law enforcement agencies, International Organisations, NGOs, other EU bodies and diplomatic representatives on security matters.

Provide timely, precise and accurate reports, analyses.

General Security Officer duties

Conduct general security and safety operational management duties as part of the Security and Safety Abroad Unit, including management of incidents, documentation, liaison with security providers and undertaking security tasks.

Develop, plan, and support corporate security services for the EIB Group focussing on the security of people, premises and assets.

Plan, implement and monitor service contracts and related budget in own domain, including developing Terms of Reference for the procurement of services.

Procure services and/or goods as required by the unit.

Monitor, control and check costs against offers, invoices and available budget.

Assist in security and safety management needs.

You may take up other duties as requested in the interest of the service. Duties may evolve according to development of the EIB's structure and activities, and the decisions of EIB management.

Qualifications

University degree (minimum an equivalent to a Bachelor) preferably in a field related to security risk management, political science, international relations or equivalent.

Certifications in risk analysis, physical security would be considered as an advantage.

Minimum 5 years relevant experience in threat/risk analysis, intelligence, national security, law enforcement, military or corporate security.

High level of stress tolerance in challenging situations.

Excellent knowledge of English and/or French (***) with a good command of the other. Knowledge of other EU languages would be an advantage.

(***) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
