Job Description

DESCRIPTION OF THE TASKS

Following tasks will be performed by external service provider:

• Architecture & Design
• Define and maintain the target cloud architecture of EUSurvey 2.0
• Ensure compliance with approved Architecture Principles and Architecture Document
• Design modular application architecture (modular monolith with defined boundaries)
• Design extensibility mechanisms for survey types
• Define API architecture (OpenAPI-based, API Gateway integration)
• Define asynchronous processing architecture (Kafka/event-driven workflows)
• Design secure separation between public and administrative components

Cloud & Infrastructure

• Design Kubernetes-based deployment architecture
• Define containerisation and CI/CD integration patterns
• Design infrastructure-as-code approach
• Define observability architecture (logging, metrics, tracing)
• Define resilience, scalability, and high-availability patterns

Security & Compliance

• Integrate security-by-design and privacy-by-design principles
• Define architecture supporting audit logging and traceability
• Ensure architecture supports retention and deletion workflows
• Ensure open-source compliance and portability constraints are respected

Governance & Coordination

• Act as technical interface between Project Manager, internal teams, and external
• developers
• Review architectural deliverables from suppliers
• Participate in architecture boards and technical working groups
• Contribute to procurement technical specifications
• Produce and maintain architecture documentation

Support Activities

• Assist during:
• Design reviews
• Testing and validation
• Security and data protection reviews
• Pilot onboarding
• Go / No-Go preparation

LEVEL OF EDUCATION

Level of education corresponding to Level 6 of the European Qualification Framework which

typically corresponds to a bachelor degree of 3 years.

KNOWLEDGE AND SKILLS

Following skills and knowledge are required for the performance of the above listed tasks:

Mandatory Technical Skills

• Very good knowledge of cloud-native architecture patterns
• Very good knowledge of Kubernetes-based deployment
• Very good knowledge of microservices and modular monolith architectures
• Very good knowledge of Spring 6 / Spring Boot 3
• Good knowledge of event-driven architectures (Kafka or equivalent)
• Good knowledge of API design (OpenAPI, REST, API Gateway integration)
• Good knowledge of relational databases (PostgreSQL preferred)
• Good knowledge of CI/CD and DevOps practices
• Good knowledge of infrastructure-as-code concepts
• Good knowledge of Agile methodologies (SCRUM)

Open-Source & Compliance

• Knowledge of open-source licensing concepts
• Awareness of dependency management and SBOM practices
• Experience with OSS compliance tools is an asset

Security & Governance

• Knowledge of secure application design
• Understanding of authentication and authorisation standards (OIDC/SAML)
• Understanding of audit logging and data lifecycle management
• Ability to understand, speak and write French (B1/B2) will be an advantage;

SPECIFIC EXPERTISE

Following specific expertise is mandatory for the performance of tasks:

• At least 6 years of experience in application and cloud architecture
• At least 4 years of experience with Spring Boot and Java-based backend systems
• At least 3 years of experience designing cloud-native or container-based systems
• Experience in defining scalable, secure web application architectures
