Context


Under the direct supervision of the Deputy Director General (Management and Reform), the Chief Information Officer (CIO)/Director, Information and Communications Technology (ICT) will be responsible and accountable for the strategic leadership and overall direction to all ICT Divisions/Units and drive governance of IOM’s global information technology systems and tools across the span of its activities and operations. The CIO and Director will also serve as the principal advisor to senior management on technology, Artificial Intelligence, digital assistance services and data, including on strategic, architectural, governance and operational matters.


The CIO and Director will devise and implement IOM’s overall strategy on information technology in support of the IOM’s core mandate and its member states and ensure ongoing alignment with the organization’s strategy while encouraging continuous improvement across the ICT Divisions/Units and the technology community of practice in the field. The incumbent will ensure that ICT focuses on enabling the organization through new and innovative digital technology while not losing focus on the traditional ICT responsibilities that support the infrastructure and world-wide operations.


The CIO and Director will be responsible for translating business strategy into effective enterprise change and an architecture technology roadmap. S/he will provide strategic and effective leadership to enable management of staff and budget for ICT and develop and enforce governance procedures and monitor progress of the strategic initiatives.


The CIO and Director will also lead global ICT operations and service delivery, which ensure that IOM’s global business operations and processes stay up and running, and that IOM teams have systems access and can work in real-time regardless of location.


Responsibilities and Accountabilities

  1. Lead and direct the transformation of IOM's technology strategy.
  2. Devise and direct ICT governance forums and engage effectively with departments on strategy development, policy formulation, and investment prioritization.
  3. Formulate, manage and implement ICT strategic and operational planning to achieve the organization’s goals by fostering digital transformation and prioritizing ICT initiatives.
  4. Promote innovation and the awareness and adoption of new tools and technology-enabled work practices that will improve productivity and effectiveness.
  5. Champion the responsible adoption of Artificial Intelligence (AI) and develop an enterprise approach to AI governance, ensuring that AI solutions enhance operational efficiency while upholding IOM’s ethical, protection, and data responsibility standards.
  6. Provide strategic and effective leadership to the ICT Department to ensure the continued development and coaching of a cohesive and high performing team.
  7. Promote and ensure strategic relationships and effective engagement between internal ICT resources and external entities, including government, vendors, and partner organizations.
  8. Accountable for IOM ICT systems, communication networks and technologies, ensuring that these are cost-effectively harmonized across the organization and, in that regard, also engage with other UN organizations to strive for system-wide coherence, especially at the country level.
  9. Oversee strategic direction, optimization and governance of core enterprise systems, including WAVE and Oracle, ensuring they support organizational needs, integrate effectively, and evolve with business requirements.
  10. Drive the implementation of an effective ICT Security and Risk Management Strategy, processes and practices to protect IOM information assets and manage digital risks, to guarantee business continuity under a range of operating scenarios.
  11. Oversee delivery of the portfolio of ICT capital projects to ensure that projects deliver the desired outcomes.
  12. Financial resources management ensuring an optimal budget and cost management strategy.
  13. Create business value through technology and continually seek to improve customer satisfaction levels for internal clients.
  14. Represent IOM in various external bodies, including in the United Nations system and with other international organizations or suppliers.
  15. Develop and promote strategic partnerships and channels of communications with other UN agencies and International Organizations to capitalize on key learning in implementation and deployment of similar organization-wide large ICT initiatives.
  16. Perform such other duties as may be assigned.



Required Qualifications and Experience


Education

  • Master’s degree in Computer Science or Engineering, Information Systems, Mathematics, Business Administration, Management or a related field from an accredited academic institution with fifteen years of relevant professional experience; and,
  • Programme Management Institute Scheduling Professional, Prince2 Foundation, or an equivalent license is desirable.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.


Experience

  • The ability to provide clear direction to enable others to achieve mission critical priorities, lead and champion innovation and change to keep pace with the external environment, and conceptualize and turn ideas into actions;
  • The ability to continue, strengthen and stabilize the transformation journey and stand-up of the new IT service delivery model, to bring it to maturity, ensuring that staff morale and motivation remains high;
  • Significant experience leading a broad and complex Technology function, including ICT architecture design, ICT infrastructure and operations management, cybersecurity, ICT governance and risk management;
  • Proven track record in developing strategy and managing digital roadmaps and leading a transformational digitalization journey;
  • Extensive experience leading large multicultural teams and improving performance;
  • Experience in a Global ICT environment;
  • Strong interest in IOM’s mandate; and,
  • Proven experience in the management of staff, budgets and financial resources.


Skills

  • Excellent communications skills;
  • Excellent liaison and negotiation skills;
  • Effective resource management skills, sound knowledge of financial and business administration and of the principles and practices of management; and,
  • Excellent level of computer literacy.


Languages


All staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, and Spanish).


For this position, fluency in English is required (oral and written).


Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.


Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
