The Senior Manager – Asset Management is responsible for developing, implementing, and overseeing a comprehensive asset management framework for all port infrastructure, marine facilities, utilities, buildings, equipment, and operational assets.
The role ensures that all assets are maintained, monitored, and optimized throughout their lifecycle in accordance with international asset management standards, concession agreement requirements with the government, and best industry practices.
The position aims to preserve asset value, ensure operational reliability, optimize maintenance costs, and support long-term sustainability of the port infrastructure.
2. Duties and Responsibilities
2.1 Strategic Asset Management:
- Develop and implement a comprehensive Asset Management Strategy / Strategic Asset Management Plan (SAMP) covering all port infrastructure and operational assets.
- Ensure asset management practices align with international standards (such as ISO 55000 Asset Management Standards).
- Ensure full compliance with concession agreements and regulatory obligations between the company and the government.
- Establish asset lifecycle management plans covering planning, operation, maintenance, rehabilitation, replacement and disposal.
2.2 Asset Register and Digital Asset Management System
- Establish and maintain a centralized digital asset management system containing complete information for all assets.
- Develop and maintain a comprehensive asset registry, including:
- Asset classification and identification
- Technical specifications
- Components and subcomponents
- Maintenance history
- Operational performance data
- Lifecycle costs
- Depreciation and condition assessments
- Ensure all infrastructure, utilities, marine structures, and equipment are properly documented and traceable.
2.3 Infrastructure and Equipment Asset Oversight
- Oversee the management of all company assets, including but not limited to:
- Buildings and operational facilities
- Electrical substations and power distribution systems
- Water supply networks
- Firefighting systems
- Sewerage and drainage systems
- Internal roads and transport infrastructure
- Marine Assets
- Berths and quay walls
- Marine structures
- Cranes and lifting equipment
- Port service machinery
- Support the current planned maintenance of in conjunction with the Sr. Maintenance Manager including but not limited to:
- Infrastructure Assets
- Port operational equipment
- Mechanical and Operational Equipment
- Specialized operational equipment
2.4 Maintenance Strategy and Optimization
- Develop and implement risk-based and reliability-centered maintenance strategies and Maintenance plans.
- Ensure maintenance practices are cost-effective, preventive, and performance-oriented to preserve asset integrity and operational reliability.
- Coordinate with the Maintenance Department, including the Infrastructure Maintenance Section and the Equipment & Crane Maintenance Section.
- Ensure maintenance planning aligns with asset lifecycle management and operational requirements.
- Ensure Strategic Maintenance contracts are established.
2.5 Coordination with the Engineering and Planning Department
- Coordinate closely with the Planning and Engineering Department responsible for the construction of new facilities.
- Ensure new infrastructure projects follow asset lifecycle planning principles and are integrated into the asset management system.
- Review asset maintainability and lifecycle cost considerations during the design and construction phase.
2.6 Oversight of Terminal Operators
- Monitor asset maintenance responsibilities performed by terminal operators and third-party operating companies managing certain port terminals.
- Ensure operators comply with maintenance obligations defined in their agreements.
- Establish monitoring and reporting mechanisms to ensure assets are maintained according to agreed standards.
2.7 Budgeting and Financial Planning
- Prepare an annual asset management budget covering all infrastructure and equipment.
- Develop a five-year asset management Plan, including:
- Major maintenance programs
- Rehabilitation plans
- Asset replacement forecasts
- Lifecycle cost projections
- Ensure optimal allocation of financial resources to protect asset value.
2.8 Asset Performance Monitoring and Reporting
- Establish Key Performance Indicators (KPIs) for asset reliability, availability, and maintenance performance.
- Conduct annual asset condition assessments and performance evaluations.
- Prepare periodic reports for senior management covering:
- Asset condition
- Maintenance performance
- Operational risks
- Budget performance
- Asset lifecycle forecasts
- Critical Spares
- Asset Verification exercises
2.9 Compliance, Audit, and Quality Assurance
- Conduct regular technical audits and inspections of maintenance departments and operating companies.
- Ensure compliance with corporate policies, maintenance standards, and safety regulations.
- Recommend corrective actions and process improvements to enhance maintenance quality and asset performance.
2.10 Risk Management and Asset Sustainability
- Identify operational risks related to asset degradation or failure.
- Develop mitigation strategies to ensure asset resilience and operational continuity.
- Promote sustainable and energy-efficient asset management practices.
- Manage Asset Insurance & Liabilities in coordination with CAD
2.11 Capacity Building and Human Capital Development
- Develop and implement training programs to enhance the technical capabilities of asset management and maintenance teams.
- Promote knowledge transfer and professional development.
- Ensure the department maintains the competencies required for modern asset management practices.
2.12 HSSE Responsibilities
- Demonstrate full commitment to the company’s Safety and Environmental policies through active participation and proactive involvement.
MINIMUM EDUCATION & QUALIFICATIONS
Education:
- Bachelor’s degree in engineering (Mechanical, Electrical, Civil or Equivalent), Asset Management, or related field
- Master’s degree in engineering management, Asset Management, or Business Administration is preferred
Experience:
- Minimum 12–15 years of relevant experience in asset management, infrastructure maintenance, or port/industrial facilities.
- At least 7–10 years in a senior leadership role.
- Experience in ports, industrial infrastructure, utilities, or large-scale facilities management is highly desirable.
