On behalf of our health research client in Dublin, we are hiring a Project Officer to join their Monitoring and Evaluation team on an 11 month contract.
The Project Officer will work closely with the Programme Manager and the wider team to implement the M&E Strategy and Implementation plan.
They will support the Programme Manager to deliver the M&E Implementation plan including but not limited to the activities identified below.
- Assist with updating the Evaluation Classification Database for all awards using the HRCS, ANZRC and RCI coding system as and when they get approved, linking in with PMs across the directorate as needed.
- Lead the implementation and management of a streamlined annual reporting process for 2026. This will include supporting technical experts in the review process and ensuring the review process is closed out on time and supporting the set up of the 2027 cycle.
- Assist with responding to Parliamentary Questions, Queries from Government Departments and other stakeholders using the Evaluation Classification Database in a timely manner.
- Assist with the development of a new company grant reporting policy for Principal Investigators, in close collaboration with the M&E Programme Manager.
- Assist in the development of an end of grant process for company funded awards, in close collaboration with the M&E Programme Manager.
- Work closely with the Monitoring and Evaluation Programme Manager to manage aspects of the Researchfish 2026 submission period and finalise Researchfish impact reports.
Essential knowledge and experience
Formal requirements include:
- At least a NFQ Level 9 qualification (Masters / Post Graduate Diploma) in a relevant field.
- At least two years’ relevant monitoring and evaluation or related experience post-degree, which demonstrates a strong technical expertise, interpersonal and organisational skills.
- Excellent verbal and written communication skills.
- Comfort with engaging in and delivering administrative and project management related tasks.
- High degree of comfort in working with and analysing quantitative data.
- High degree of computer literacy, including knowledge and experience of using Microsoft Word, Excel, Outlook and some experience of databases.
Desirable requirements include:
- An interest in core Monitoring and Evaluation concepts and their application.
- Prior experience of project management
- Prior experience of developing logic models and evaluation frameworks
- An understanding of and comfort with the use of Data Visualisation software such as Power BI or Tableau.
