Business Development Manager

We are looking for an experienced Business Development Manager who will shape our global growth strategies, analyse new market opportunities, take an active role in international public and private sector projects, lead strategic business development activities, create new business areas, and take full ownership of tender and proposal processes to contribute to our company’s sustainable growth.


Key Responsibilities

  • Identify, track, and qualify regional and national government tenders (RFI/RFP/PQQ)
  • Maintain a structured pipeline with clear go/no-go decisions, timelines, and ownership
  • Manage the full bid lifecycle from planning and clarifications to final submission
  • Coordinate submission calendars, workstreams, and internal approvals
  • Collaborate with Sales, Operations, Finance, Legal, IT, and Compliance teams to prepare compelling proposals
  • Ensure strong value propositions aligned with evaluation criteria
  • Guarantee full compliance with procurement requirements and documentation standards
  • Manage bid risks, assumptions, dependencies, and supporting documentation
  • Develop pricing and commercial models (fees, SLAs, KPIs, penalties, indexation)
  • Support contract negotiation preparation and governance structuring
  • Lead win strategy sessions and conduct post-bid reviews
  • Continuously improve bid processes, templates, and knowledge management


Requirements

  • 5+ years of proven experience managing B2G tenders/RFPs end-to-end
  • Strong track record in successful public sector bids (as Bid Manager or Proposal Lead)
  • Solid understanding of commercial, financial, and contractual frameworks
  • Advanced written and verbal English communication skills.
  • Strong planning, prioritization, and stakeholder management abilities in deadline-driven environments
  • Experience in government digitalization, BPO, managed services, citizen services, or regulated operations
  • Experience with multi-country tenders, framework agreements, or large-scale service rollouts
