Multi-project manager (80-85%) – GEVER / HERMES / Federal environment

We are seeking an experienced project manager for complex projects and sub-projects for several ongoing and upcoming IT initiatives within the federal government. In this role, you will assume overall responsibility as the external project manager for three parallel, medium-sized projects and ensure their successful implementation by the end of 2027.

These projects include, among other things, the replacement of specialized applications, the realignment of an architectural and solution approach, and an IT-related organizational project for electronic records management (EDR). Management will be based on the HERMES methodology, using both traditional and/or agile approaches, supported by internal sub-project managers.

Responsibilities:

* Overall management of three parallel IT projects in a multi-project environment

* Planning, control, and implementation of projects according to HERMES, using traditional and/or agile methodologies

* Ensuring adherence to deadlines, budget, quality, risks, and project deliverables

* Leadership and coordination of internal sub-project managers, project teams, and external suppliers

* Creation and maintenance of project management plans, status reports, phase reports, and decision-making documents

* Reporting to clients and regular coordination with program and portfolio managers

* Use of the federal government's SAP portfolio controlling tool for project controlling

* Stakeholder management and ensuring project communication

* Quality and risk management, including initiating appropriate measures in case of deviations

* Support for procurement, supplier coordination, and agreements with internal service providers

* Creation and coordination of key deliverables such as project charters, studies, security requirements analyses, ISDS concepts, test concepts, implementation concepts, and final project evaluations

Requirements:

* Tertiary-level degree in Business Informatics, Computer Science, Business Administration, or comparable qualification

* At least 5 years of experience as a project manager in complex IT projects

* Experience in agile project management, e.g., Scrum, SAFe, or agile implementation according to HERMES

* Demonstrable experience in managing concurrent IT projects is an advantage

* Valid HERMES Advanced certificate, at least version 5

* Additionally, at least one certification in PMI/PMP, IPMA Level C/B/A, or PRINCE2 Practitioner/Professional

* Experience in the federal government or public administration sector is an advantage

* Experience with electronic records management (GEVER) projects and Acta Nova is an advantage

* Knowledge of project controlling, reporting, quality, and risk management

* Ability to actively contribute to the development of technical and professional solutions

* Structured, independent, and assertive work style

* Excellent communication skills and a strong stakeholder focus

* Excellent German skills and French skills at least at B1 level, ideally B2 or higher
