Project Description:
The Ukraine Ministry of Veterans Affairs Institutional Strengthening (Vet-IS) project is a multi-year initiative funded by Global Affairs Canada (GAC) and implemented in partnership with Ukraine’s Ministry of Veterans Affairs (MoVA). The project aims to strengthen MoVA’s capacity to lead, coordinate, and standardize a coherent national system of policies, programs, and services for veterans and their families.
The project supports institutional strengthening, policy development, inter-ministerial coordination, and the establishment of inclusive, rights-based service models to improve access, quality, and consistency of services nationwide.
About the Role:
The Field Manager will oversee the implementation of a complex, donor-funded institutional strengthening initiative, ensuring high-quality delivery aligned with agreed policy objectives and reform priorities. Working closely with the Canadian Director, government counterparts, consultants, and service providers, the Field Manager will coordinate multi-stakeholder processes, manage implementation risks, and support effective planning, execution, and reporting. The position requires strong leadership, analytical capacity, and the ability to operate effectively in a dynamic and politically sensitive environment.
Key Responsibilities:
Project Management and Coordination
- Lead day-to-day project implementation, ensuring alignment with approved work plans, results frameworks, and reform objectives
- Coordinate activities across government institutions, consultants, and service providers to ensure coherent and timely delivery
- Facilitate regular coordination meetings and maintain clear communication across stakeholders
- Develop and maintain implementation tools including work plans, delivery trackers, and coordination mechanisms
- Support adaptive management processes, ensuring responsiveness to emerging risks and opportunities
Stakeholder Engagement and Facilitation
- Build and maintain effective working relationships with MoVA and other government counterparts
- Coordinate multi-stakeholder processes and support effective collaboration across institutional actors
- Ensure alignment of technical inputs with policy priorities and reform goals
- Provide structured facilitation support to ensure productive decision-making processes
Analytical Support and Risk Management
- Synthesize technical inputs into clear and actionable recommendations
- Identify, assess, and proactively flag implementation risks, proposing mitigation strategies
- Support evidence-based decision-making processes within the project and with counterparts
Donor Compliance and Project Controls
- Ensure compliance with Global Affairs Canada (GAC) requirements, including procurement, financial management, and documentation standards
- Maintain accurate, audit-ready records of project activities and processes
- Support procurement and contract management processes in line with established procedures
Reporting and Quality Assurance
- Contribute to the preparation of high-quality donor reports, briefing materials, and project documentation
- Ensure consistency between planned activities, results frameworks, and reported outputs
- Support internal quality assurance processes to maintain high standards of delivery
Required Qualifications:
Mandatory
- Master’s degree in Public Policy, Public Administration, International Development, Political Science, Law, Economics, Governance, International Relations, or another closely related field
- Minimum 10 years of relevant professional experience managing complex, donor-funded governance or institutional strengthening projects
- Demonstrated experience coordinating multi-stakeholder processes involving government institutions, consultants, and service providers
- Proven ability to manage delivery against policy objectives and reform priorities
- Strong analytical skills, including the ability to synthesize complex technical inputs and support decision-making
- Experience identifying and managing risks in complex implementation environments
- Solid understanding of donor compliance frameworks, including procurement, financial controls, and reporting requirements
- Fluency in Ukrainian and English, both written and spoken (working proficiency in both is essential)
- Excellent communication, interpersonal, and facilitation skills
- Ability to work effectively in a politically sensitive and rapidly evolving operating environment
Desirable
- Experience working on institutional strengthening or governance programming in Ukraine or similar transitional/post-conflict contexts
- Familiarity with Global Affairs Canada (GAC) procedures, policies, and reporting requirements
- Strong working knowledge of Results-Based Management (RBM) frameworks and tools
- Experience integrating Gender Equality and Social Inclusion (GESI) considerations, including application of Gender-Based Analysis Plus (GBA+) principles
- Prior experience working with or alongside Ukrainian government institutions, particularly in the social services, veterans affairs, or health sectors
- Knowledge of Ukraine’s public administration reform agenda
