Senior Advisor / Project Manager – Quality Assurance & Technical Compliance (Real Estate Development)
Role Overview
We are seeking a strategic, technically grounded advisor to lead quality assurance oversight across our real estate development subsidiaries. This role is not operational but advisory in nature—tasked with representing the Group CEO’s technical lens throughout the development lifecycle to ensure that design integrity, construction quality, and delivery commitments are rigorously upheld.
Acting as an independent and trusted technical advisor, the role interfaces closely with the Head of Internal Audit, the Real Estate QA/QC team, the Development function, and the broader executive leadership. The ideal candidate will bring a civil engineering foundation, with a strong familiarity in electromechanical systems, and experience in internal audit or quality-focused governance roles—enabling them to identify and mitigate quality risks proactively.
This individual will be expected to report directly and weekly to the Group CEO, and therefore must possess a commanding presence, clear communication style, and the ability to influence senior stakeholders constructively, even in challenging scenarios.
Key Responsibilities
Strategic QA/QC Oversight & Reporting
- Serve as the Group CEO’s technical quality advisor, providing weekly reporting on project QA/QC status, critical risks, and required interventions across the real estate portfolio.
- Offer objective, audit-informed guidance to ensure that all project phases—from design to post-handover—are aligned with best practices and Group-level quality expectations.
- Work collaboratively with the Real Estate QA/QC and Development teams, maintaining independence while acting as a strategic partner.
Design & Planning Phase Engagement
- Review all early-stage designs to validate technical feasibility, material specifications, system integration, and alignment with long-term asset performance.
- Identify quality risks or mismatches between design intent and practical constructability, raising these with development leadership and ensuring technical feedback is captured in early decisions.
Procurement & Tender Evaluation
- Advise procurement teams on material integrity, vendor due diligence, and long-term suitability—ensuring procurement choices support structural longevity and operational reliability.
- Provide a second layer of review from a risk-based, audit-aligned perspective before material or vendor commitments are finalized.
Construction & Project Execution Monitoring
- Conduct periodic oversight during construction to validate that execution matches design commitments and to flag quality drift or contractor non-compliance.
- Escalate critical deviations or systemic quality lapses to the Group CEO with documented evidence and corrective recommendations.
Post-Delivery Quality Review
- Oversee quality assessments at handover, comparing final delivery against original design scope and ensuring resolution of snags, defects, or under-deliveries.
- Monitor the Defect Liability Period (DLP), ensuring mechanisms are in place to address issues swiftly and hold contractors accountable.
Governance & Internal Audit Alignment
- Act as a bridge between QA/QC and internal audit, helping establish and implement technical controls that ensure project transparency, quality, and accountability.
- Participate in project audits, risk reviews, and root cause investigations, especially when technical shortcomings lead to delays or cost escalations.
Cross-functional Influence & Stakeholder Management
- Represent the QA/QC perspective in key management meetings, development reviews, and executive updates.
- Influence decision-making through fact-based, technically sound recommendations, demonstrating the broader business impact of quality compromises.
- Foster a culture of technical accountability, encouraging proactive QA practices rather than reactive checklist-based approaches.
Candidate Profile
- Bachelor’s degree in Civil Engineering is essential; advanced studies or certifications in Construction Management, Quality Systems, or Internal Audit are preferred.
- 15+ years of experience in real estate development, quality assurance, or engineering consulting, ideally with exposure to internal audit or owner-side advisory roles.
- Comprehensive understanding of civil and MEP systems, with the ability to evaluate interdependencies and system-level performance risks.
- Prior experience working with senior leadership and development executives, with demonstrated ability to influence and communicate across technical and non-technical stakeholders.
- Preferably have experience in (high-end) residential and mixed-use development projects.
- Strong analytical and reporting skills; adept at preparing structured documentation, audit-style reporting, and executive presentations.
- Fluent in English; Arabic proficiency is preferred.
- Resilient, assertive, and comfortable challenging established practices when needed to uphold quality and protect Group interests.
