IT Project Manager — Offline Backup Implementation (Luxembourg):


Overview:


Our Client in Luxembourg is seeking an IT Project Manager to lead the planning and delivery of an offline, air-gapped backup capability that strengthens data protection, cyber resilience, and recovery readiness across critical systems and workloads.


Key Objectives:


· Define and deliver an offline backup solution that provides an additional, disconnected copy of critical data to reduce exposure to ransomware, supply-chain threats, and accidental deletion.

· Work diligently towards alignment with leading practices and applicable regulatory frameworks (e.g., DORA, NIS2, GDPR, ISO 27001/22301, CSSF).


Responsibilities:


· Develop and maintain the project charter, scope, plan, budget, success criteria, progress goals, and RAID log (Risks, Actions, Issues, Decisions).

· Establish cadence for steering committee, working groups, and technical forums; provide reporting and decision facilitation.

· Coordinate internal teams (Infrastructure, Security, Network, Applications, Compliance, Procurement) and external vendors.

· Lead requirements gathering for data sets, RPO/RTO targets, retention, recovery tiers, encryption, and evidentiary needs.

· Deliver solution architecture for offline copies (e.g., air-gapped vault, tape library, removable media, immutable storage, WORM) and integration with existing backup tooling.

· Determine data classification and scope (databases, VMs, containers, endpoints, SaaS) and define segregation for crown-jewel assets.

· Prepare RFI/RFP documentation, evaluation matrix, and total cost of ownership analysis.

· Compare vendors and approaches (e.g., Veeam, Commvault, Veritas NetBackup, Rubrik, Cohesity, tape technologies), and recommend fit-for-purpose options.

· Collaborate with procurement and legal on contracting, SLAs, service scopes, and delivery milestones.

· Coordinate build-out of offline storage, vaulting processes, network isolation, physical security, and access controls.

· Oversee integration with existing backup jobs, scheduling, media handling, encryption and key management, and integrity verification.

· See that cutover plans, data seeding, and incremental processes are supported; supervise pilot and phased rollout.

· Align with leading practices such as a 3-2-1-1-0 strategy, immutability, malware scanning, and recovery validation.

· Work diligently towards compliance needs (e.g., auditability, evidence collection, retention schedules, privacy and security controls).

· Coordinate tabletop exercises and recovery drills to confirm restoration procedures and operational readiness.

· Produce runbooks, SOPs, and playbooks for backup creation, media rotation, recovery workflows, and incident procedures.

· Define KPIs/metrics (backup success rates, recovery time, data integrity checks) and reporting processes.

· Deliver training for operations and application teams; complete handover to steady-state owners.


Required Experience and Skills:


· 7–10 years of IT project management delivering infrastructure/security projects in complex, regulated environments.

· Proven delivery of backup, disaster recovery, or cyber resilience initiatives, with specific experience implementing offline or air-gapped backups.


· Strong grasp of:


· Backup architectures and tooling (e.g., Veeam, Commvault, Veritas, Rubrik, Cohesity).

· Offline media and vaulting (tape libraries, WORM/immutable storage, removable media handling).

· Encryption, key management, network segmentation/isolation, access control, and physical security practices.

· Recovery validation, malware scanning of backups, and integrity verification.

· Familiarity with applicable frameworks and regulations (DORA, NIS2, GDPR, ISO 27001/22301, CSSF).

· Core PM competencies: planning, budget management, vendor management, stakeholder engagement, change management, and risk/issue control.

· Excellent communication skills in English; French beneficial.

· Right to work in Luxembourg and availability for on-site activities as specified by project needs.


Preferred Qualifications:


· PMP, PRINCE2, or equivalent project management qualification.

· Experience in financial services or professional services environments.

· Background in security operations or incident response related to ransomware recovery.

· Knowledge of cloud platforms (Azure/AWS) and hybrid backup integrations.


Key Deliverables:


· Project charter, plan, and budget.

· Requirements specification and target architecture.

· RFI/RFP and vendor evaluation documents.

· Implementation plan, runbooks/SOPs, and training materials.

· Recovery testing results and operational handover pack.

· Duration: 3-6 months
