Rail Baltica Project (BASED IN ESTONIA). We are currently recruiting for 2 positions: Earthworks manager and Civil Works manager
Rail Baltica is a greenfield rail transport infrastructure project aiming to integrate the Baltic States into the European rail network. The project involves five European Union countries: Poland, Lithuania, Latvia, Estonia, and indirectly Finland. It will connect Helsinki, Tallinn, Pärnu, Riga, Panevėžys, Kaunas, Vilnius, and Warsaw. The Baltic part of the project is referred to as the Rail Baltica Global Project.
Main Facts About the Project
The primary goal of the Alliances is to complete the infrastructure subsystem within the planned timeframe, including all enabling and auxiliary works from Ülemiste to the Estonian–Latvian border.

The Total Length Of The Rail Baltica Railway In Estonia Is 213 Km And Is Divided Into Three Design Sections (DS)
The Project Is Divided Into Two Alliance Sections
The objective of Alliance 2 is to design and build the Rail Baltica railway from Pärnu to the Estonian–Latvian border within the planned timeframe.
The Alliance 2 contract covers the Design Priority Sections DPS2 and DPS3. This includes the complete design and construction of the railway network from Pärnu to Ikla (Latvian border).
DIREEECT JV has been awarded the Alliance 2 contract. The parties involved in Alliance 2 are:

- More than €5 billion invested in the region
- Implemented by Estonia, Latvia, and Lithuania
- Part of the EU’s North Sea–Baltic TEN-T corridor
- Financed by the EU (CEF), Estonia, Latvia, and Lithuania
- Provides intermodality and multimodality
- Ensures full interoperability and completion of the wider North Sea–Baltic transport corridor by 2030, while aiming to commence operations on certain sections by 2028

- DS3: Tootsi–Estonian/Latvian border
- DS3-DPS1: 36.66 km
- DS3-DPS2: 45.32 km
- DS3-DPS3: 12.68 km
The Project Is Divided Into Two Alliance Sections
- Alliance 1: Ülemiste–Pärnu — 142.13 km
- Alliance 2: Pärnu–Estonian/Latvian border — 58.1 km

- Minimum 5 years of experience on construction sites
- Minimum 2 years in a supervisory role
- Minimum 1 year holding relevant professional certificates/licenses
- Bachelor’s degree in engineering
- EQF level 7 in raliway, road or bridge construction
- Experience on projects valued €10M–€30M, preferably in rail or large infrastructure
- Ability to supervise teams of 3+ engineers / foremen
- Good subcontractor coordination abilities
- Good understanding of budgeting, cost tracking, and scheduling
- Strong technical knowledge in civil / rail construction works
- B2 English
- Prepare budget and schedule inputs for assigned work packages
- Coordinate day-to-day execution of civil, rail, utilities, drainage, or structural works
- Ensure compliance with HSE standards for the assigned scope
- Organize and lead coordination meetings for the assigned discipline or work package
- Manage subcontractors and track progress and performance
- Organize inspections, acceptance meetings, and ensure quality compliance
- Verify materials and manage material approvals
